Nguyen Duc Trung, Chairman of the Nghe An Provincial People's Committee, outlined six important duties and solutions that must be addressed after the workshop to analyze the PCI index of Nghe An province in 2021 and identify methods to enhance the PCI index in the future time. As a result, to meet the upcoming aim of strengthening the PCI index, the Chairman of the Nghe An Provincial People's Committee asked branches, localities, and units to focus on six critical tasks, specifically:
To continue disseminating propaganda, the leadership team, civil officers, and public employees must first comprehend and "belong to the lesson" about PCI, which will then spread to companies and individuals. At the same time, concentrate on strengthening the component indicators that show the province is weak, decreasing, or ranking low, such as market entrance; land access; local government dynamics; informal expenditures; fair competition; labour training; legal institutions and security. Furthermore, which signs have been excellent must be maintained and improved. Departments and branches that are directly tied to the aforementioned indicators must produce particular, highly comprehensive plans and maintain them regularly for long-term adjustments.
Along with improving indicators, it is critical to continue to foster digital transformation and expand the number of administrative activities that may be completed online to reduce downsides such as "petty corruption, unofficial expenses." Implementation of assistance actions for small and medium-sized businesses that is effective. In Nghe An, there are procedures and policies in place to encourage the entrepreneurial spirit of businesses. Furthermore, it should be considered that the best measure to improve PCI is to regularly evaluate the results of the implementation of the PCI improvement plan quarterly, every 6 months.
Furthermore, it is necessary to develop friendly relationships with businesses so that businesses can share with the authorities their difficulties and problems, as well as the need for support; and to receive feedback from businesses in a marketable manner. Authorities at all levels must strengthen dialogue with businesses to listen to problems and promptly respond to recommendations of businesses and people, particularly in the fields of investment, planning, and land...
Mr Nguyen Duc Trung has identified six essential objectives and solutions that will be undertaken in the next months to improve this province's PCI score.
"The conclusion of today's workshop marks the beginning of a new phase for the province to continue to implement stronger solutions than the provincial government's commitments at all levels and sectors in the implementation of improving the investment environment, business, and provincial competitiveness." Whether or whether the province's PCI is improved and enhanced is the duty of all branches, municipalities, provincial leaders, and industry leaders, and it is hoped that all of them would work together to accomplish the shared objective.
The organizing of the Seminar on Increasing Provincial Competitiveness and the PCI Index is intended not only at enhancing the ranking but also to substantively improve the province's investment climate and competitiveness. It is vital to take PCI index improvement as the aim, the driving force for Nghe An province to change dynamically, and enhance its capacity to operate, manage, and perform better in servicing enterprises and people for the province's economic general growth. This aim must be implemented by governments at all levels, departments, and branches.
As a result, all sectors and levels, particularly leaders, must establish their obligations to build a truly open, transparent, and beneficial business and investment climate. On behalf of the Nghe An Provincial People's Committee, we would like to thank and appreciate the VCCI's report on PCI, which included objective, quality analysis as well as practical and quality suggestions for Nghe An province.
At the same time, thank you for the very frank and open comments of the units and businesses that have come up with solutions to contribute to improving the investment environment and enhancing Nghe An's provincial competitiveness in the coming time," emphasized Mr Nguyen Duc Trung, Chairman of Nghe An Provincial People's Committee.
The PCI score of Nghe An province is 64.74 in 2021 (an increase of 0.01 points over 2020), however, the province's position drops 12 steps: from 18 to 30 in the ranking national PCI index summary table.
