Quang Tri calls for investment in wind power plant project worth over VND 1,100 billion

DNHN - The People’s Committee of Quang Tri Province has officially announced the Hưng Bắc Wind Power Plant Project as part of its investment invitation portfolio.

The project is expected not only to contribute additional electricity to the national grid but also to drive local socio-economic development.
According to the Quang Tri Provincial People’s Committee, the Hung Bac Wind Power Plant Project has a total investment capital of approximately VND 1,100 billion (around USD 45 million), covering an area of about 10.5 hectares across Tan Lap and Khe Sanh communes. The plant is designed with an installed capacity of 30 MW, with turbine capacity selected based on advanced technology to ensure optimal efficiency.
Key components of the project include a system of wind turbine towers, internal roads, an operations control center, and other auxiliary works. The project will be licensed for a 50-year operational period. Construction is expected to commence in Q3/2026 and be completed and commissioned by Q4/2027.
In recent years, Quang Tri has made remarkable strides in developing renewable energy. As of the end of July 2025, the province had 21 operational commercial wind power projects with a total installed capacity of 994.2 MW. In addition, there are 11 hydropower plants (181.5 MW), four ground-mounted solar power projects (159.2 MW or 199 MWp), and more than 1,200 rooftop solar systems (126.7 MW).
In total, the province’s electricity projects in commercial operation now generate 1,459.8 MW. This achievement positions Quang Tri as a leading locality in renewable energy development in Central Vietnam.
According to the Quang Tri Department of Industry and Trade, under the revised National Power Development Plan VIII, the province’s total planned installed capacity by 2030 is 14,415 MW, and for the 2031–2035 period, 3,872.8 MW. This planning foundation allows Quang Tri to continue attracting large-scale, multi-form energy projects.
In addition to operational projects, many key projects are currently under development and expected to be commissioned soon.
Among them, the Quang Trach 1 Thermal Power Plant, invested by Vietnam Electricity (EVN), has a capacity of 1,403 MW and is expected to supply around 8.5 billion kWh annually. The plant is in its final construction stages, with a test oil-fired run scheduled for August 19, 2025, and commercial operation targeted for May 2026.
Next is the Hai Lang 1 LNG Thermal Power Plant (1,500 MW), a joint venture by T&T Group, HEC, KOGAS, and KOSPO, scheduled to operate between 2028 and 2029 with an annual output of 9.75 billion kWh. Similarly, the Quang Trach II LNG Power Plant (1,500 MW), also by EVN, is currently completing its feasibility study and is expected to be operational by 2030.
Additionally, the Quang Tri Combined Cycle Gas Turbine Plant (340 MW), invested by Gazprom EP International (Russia), will use natural gas and is projected to begin operations in 2030.
As for wind energy, 11 projects with a combined capacity of 424 MW have been approved for investment. Among them, three projects—Huong Linh 4, Hai Anh, and Tan Hop—totaling 108 MW, are expected to come online by the end of Q3/2025. The remaining projects are scheduled for completion between 2026 and 2027.
With a broad portfolio of projects already in operation, under construction, and in planning, Quang Tri is steadily asserting its ambition to become a central energy hub of Vietnam’s Central Region. The announcement of the Hung Bac Wind Power Plant investment invitation reaffirms the province’s commitment to a sustainable development strategy rooted in renewable energy and modern technology.
