DNHN - Nguyen Chi Dung, Minister of Planning and Investment and Chairman of the Planning Appraisal Council, recently led a meeting in Hanoi to look at the planning for Quang Ninh province from 2021 to 2030, with an eye toward 2050, and the results of a strategic environmental assessment. The Quang Ninh Provincial Planning for the years 2021 to 2030, with an eye toward 2050, was approved by the Provincial Planning Appraisal Council unanimously.
As soon as the government-approved Quang Ninh province's planning a task for 2021–2030, a vision for 2050, the province issued documents directing and managing the organization of provincial planning. This was done to make sure that everyone from the Provincial Party Committee to the Provincial People's Committee and departments, agencies, branches, and localities in the province was working in the same direction and at the same time.
As a result, the Master Plan lays out the general goal: by 2030, to build and develop Quang Ninh as a typical province of the country in every way; the model province is rich, beautiful, civilized, and modern; one of the dynamic and comprehensive development centres; an international tourist centre, a marine economic centre, and a gateway to the Northern Key Economic Region and the whole country; sustainable urban development based on the model of green growth, adaptation to climate change.

Vision for Development through 2050: Quang Ninh is a modern industrial and service province, a large urban area of regional and international stature, and one of the locomotives promoting national economic development with an increasing driving force.
The primary growth sectors are service, tourism, and innovation, with a solid economic base and great competitiveness; people have incomes comparable to industrialized countries; economic development is balanced between urban and rural areas, and national defence and security are strongly ensured.
In the period 2021-2030, the average economic growth rate (GRDP) is 10% each year. Agriculture, forestry, and fishery account for around 3-4 per cent of the economic structure; industry and construction contribute for approximately 47-48 per cent; services account for approximately 38-39 per cent, and product tax accounts for approximately 9-10 per cent.
By 2030, the GRDP per capita will be between 19,000 and 20,000 USD. The plan is to organize socio-economic activities in the direction of "one centre, two multi-dimensional routes, two breakthroughs, three development zones," by creating traffic corridors linked to economic and administrative corridors and urban corridors, to build a city directly under the control of the Central Government.
Speaking to give thoughts on the Quang Ninh Provincial Planning, members of the Provincial Planning Appraisal Council all stated that the Quang Ninh Provincial Planning was constructed by the country's and the province's development orientation.
The planning report is painstakingly and seriously examined, assuring its scientificity and essentially matching the requirements established in the Planning Law and the planning tasks approved by the Prime Minister.
