Quang Ngai consolidates control over investors who "embrace land" near the shore while waiting for development

DNHN - Recently, in some coastal localities, many subjects have "hug land" while waiting for planning to profit from the compensation and support policy when the State recovers its land, complicating the situation of land management and making it difficult for land acquisition to implement projects.
In response to the aforementioned situation, the leader of the Provincial People's Committee announced the conclusion of the Vice Chairman of the Provincial People's Committee Tran Phuoc Hien, requesting the People's Committees of coastal districts, towns, and cities to review planning, encroachment and occupation cases, illegal construction, and to strengthen the management and use of coastal land in the province.

Simultaneously, review, strengthen inspection, control, and firmly handle cases of illegal subdivision, division of plots, and transfer of residential land, agricultural land, forest land, and aquatic land; illegally leased or lent, used for improper purposes, not with the right subjects, failure to prepare public land lease documents or incomplete and unambiguous dossiers, failure to register land as prescribed.
The leaders of Quang Ngai province admitted openly that in the past, land management and use in coastal districts had been lax, and that in some places, agricultural production and forest land, particularly land specializing in wet rice cultivation, had been transferred, changing the purpose of agricultural land to non-agricultural land for speculation and profiteering.
Province leaders also emphasized that several projects are still behind in terms of site approval and investment implementation. The practice of exploiting property beyond the border for unsuitable uses and squandering land is still prevalent; some projects are making poor progress on site clearing and investment execution.

Vice Chairman Tran Phuoc Hien also recommended that local units announce the district-level land use planning and the yearly land use plan for the period 2021-2030.
According to the poll, land prices in Quang Ngai's coastal communes have risen considerably since the beginning of the year, when information concerning the building of the Dung Quat - Sa Huynh coastal road project and the North-South highway became available.
For example, in Pho An, Pho Quang, Duc Pho town, or Binh Chau commune, Binh Son district, "earth waves" develop regularly, attracting numerous investors looking for property to "surf." Land prices ranged from 12 to 16 million VND/m2, which was two to three times more than before Tet.
Notably, the "earth tsunami" has also drawn a slew of investors from all over the North-South to "seek land" in the Ly Son island region. Coastal land sections, such as Chau Tan beach (Binh Chau commune, Binh Son district) or land in Tinh Ky and Tinh Khe communes (Quang Ngai city), have also been elevated significantly.
For example, in the Chau Tan sea area, which is fairly distant, land prices range from 30-40 million VND/m2; land prices have also risen in the coastal areas of Tinh Ky and Tinh Khe, averaging 20-30 million VND/m2.
According to the leader of the Housing and Real Estate Market Management Department of Quang Ngai province's Department of Construction, land prices have only grown in select urban and residential regions with favourable locations. The gain in land value is minor, owing mostly to the "land trigger" causing a virtual fever in the short term to acquire and sell for a profit.
Real estate transactions in Quang Ngai province grew substantially in the first quarter of 2022, with about 7,000 products of land plots and individual homes successfully exchanged, an increase of more than 1,000 items over the fourth quarter of last year.
Transactions soared lately during the land fever, mostly because many target groups in the distribution units raised the virtual price, purchased and sold themselves, until the people bought it, at which point the price dropped and blew up significantly.
The province administration of Quang Ngai has recommended citizens be cautious when dealing with investors, investors only distributors, and when working directly with distributors, they must thoroughly research the legality before buying.
