Phu Tho: Accelerating power project site clearance

DNHN - The site clearing work for the building of power plants in Phu Tho province has been closely coordinated and vigorously conducted in the past by the Electricity sector and all levels and sectors. As a result, it has aided in the advancement of projects by assuring a secure and consistent power supply for everyday living, production, and business in the area.
In the context of rapidly expanding energy demand, Phu Tho Power Company has used investment resources to construct, improve, and restore the power grid infrastructure. In 2021, 401 kilometres of medium voltage lines will be installed or repaired; 438 substations with a total capacity of 109,054 kVA; and 236.6 kilometres of low-voltage transmission lines with a total expenditure of 667 billion VND.
It is planned to construct and rehabilitate 176km of medium voltage lines, 118 substations with a total capacity of 29,010 kVA, and 201km of low voltage transmission line by 2022, with a total investment of 457 billion dongs.
In December 2021, the 110kV Cam Khe 2 110kV transmission line and substation (substation) project were officially turned on, guaranteeing timely power supply for Cam Khe Industrial Park and the loads in Cam Khe and Yen Lap districts. and Ha Hoa.
According to Mr Nguyen Quang Lam, Director of Phu Tho Power Company, the Cam Khe 2 110kV transmission line and substation project have a total investment of 159,855 billion VND. The building process, while encountering numerous problems, due to the active coordination of sectors and communities and the efforts of the Electricity sector in dealing with issues of compensation, clearance of corridors, and elimination of obstructions. The work on the site clearing... has been completed and placed into operation as scheduled.
Currently, the province is undertaking numerous projects to upgrade the power grid, the main being 13 110kV transmission line projects and 6 new 110kV substations with a total investment of 2,104 billion VND, among which 110kV Ha Hoa substation, Phu Ha, Thanh Thuy will switch on energy in 2022. However, in actuality, several projects have been delayed in building progress and cannot be finished and put into service, compromising the dependability of energy supply on locality.
The Phu Ha 110kV transmission line and substation project (Phu Tho town) began building in March 2022, with a total expenditure of roughly 97.8 billion VND. Despite the attention and coordination of the Provincial People's Committee, relevant departments, agencies and local authorities during the building of the project, the compensation for site clearing still confronts numerous challenges.
Determining this project is critical in assuring the quality of energy for Phu Tho town, particularly the manufacturing operations of firms in the Phu Ha Industrial Park.
On August 5, 2022, the Chairman of the Provincial People's Committee issued a document directing the People's Committee of Phu Tho town to preside over and coordinate with Phu Tho Power Company, the Power Grid Project Management Board (Northern Power Corporation) focus on removing obstacles and speeding up the site clearance for construction. Thanks to the dramatic action of the province, up to date, the site clearance of the substation has been completed 100%; the transmission line has been finished 90% and turning over the site to the construction unit, it is estimated that the work will be accepted and energized in January 2023.
Dai An 6 substation, with a capacity of 180 KVA, is now under development. However, the building cannot take place at the intersection of columns 8 and 10, which runs through zone 7, Dai An commune, Thanh Ba district, since three related families disagree. To prevent the overloading of Thanh Ba district's distribution grid in 2022, 2.95km of medium voltage lines, 4 substations with a capacity of 720KVA, and 1.25km of low voltage lines will be built. This project has so far linked and electrified three substations: Man Lan 6, Huong Xa 9, and Dong Thanh 9. Due to site clearance issues, the Dai An 6 substation has yet to be constructed.
Mr Nguyen Van Tuan - Vice Chairman of Dai An Commune People's Committee said: When there is a policy to invest in the electricity grid, most of the people in the commune are excited and agree with the building plan, there are only 3 houses reject. We have cooperated several times with the Project Management Board (Phu Tho Power Company) to disseminate and mobilize families, however, these three homes have not consented to the suggested plan since it is unsafe. safe.
For land clearing work to be carried out swiftly and efficiently, solutions in the implementation process should be established based on respecting the interests of the parties, notably safeguarding the interests of the people. Along with that, the collaboration of local sectors with synchronized and effective solutions, particularly a sense of responsibility and support from the people where the project is located, is required.
Mr Bach Quang Linh, Director of the Project Management Board at Phu Tho Power Company, stated that the projects approved for investment have been designed following the prescribed standards, ensuring the technical requirements for safety during operation, and have been approved by competent authorities, so people can be completely assured of safety. We expect that the Thanh Ba district People's Committee and Dai An commune People's Committee would increase their collaboration with the Electricity sector in propaganda, quickly eliminate impediments, finish the work, and put it into use.
