The route is expected to have a length of about 80 km, of which 18 km will go through Ninh Binh, about 33 km through Thai Binh, about 29 km through Nam Dinh and 9 km from the bridge over the Thai Binh River to Highway 37 by Hai Phong's investment. The expressway is invested in the form of a public-private partnership (PPP). Determining that the investment in the construction of the expressway is necessary, it should be carried out urgently, and the investment in the expressway with 6 lanes should be unified.
Checking the alignment, and site, and working with local leaders, Deputy Prime Minister Le Van Thanh requested to urgently complete the investment preparation to be eligible for the construction of the Ninh Binh-Hai Phong expressway right in 2022.
Reporting to the Prime Minister, Mr Nguyen Khac Than, Chairman of Thai Binh Provincial People's Committee, 4 provinces and cities worked with consultants to study the alignment, ensuring compliance with the Prime Minister's instructions: shortest alignment, minimize the going through urban areas, densely populated areas to reduce the cost of premises.

Addressing the meeting, Deputy Prime Minister Le Van Thanh affirmed that this is a very important highway, a corridor connecting localities with airports and seaports, creating a new impetus for the development of the area south of Hanoi capital, the Red River Delta and the North Central region. The investment in the construction of the expressway is essential, economically viable, must be pursued with determination, and must be completed swiftly; however, quick completion requires accuracy.
Assign localities to actively arrange capital for site clearance work, ensuring sufficient supply of materials; The consulting unit, the investor must closely supervise, and ensures the project preparation and construction investment on schedule, with the highest quality. If the requirements are not met, change the consulting unit. Request relevant ministries and branches to closely coordinate with localities and businesses to remove difficulties and problems arising.
