Hoa Binh: Digital transformation benefits people and enterprises effectively

DNHN - Hoa Binh province has stepped up the application and development of IT in the operations of agencies and organisations, effectively serving the needs of people and businesses, and contributing to the promotion of socio-economic development.
In 2023, the Hoa Binh Provincial Digital Transformation Steering Committee consulted on the development and submission of documents to promote the application of IT and digital transformation in the locality. The work of propaganda and promotion of digital transformation has received attention on communication channels such as electronic information pages, smartphones, social networks Facebook, Zalo, local radio stations, hanging banners, posters, and leaflets while also disseminating information through conferences and community activities. Developing service applications for people and businesses, Hoa Binh province has announced 1,113 full-process online public services and 745 partial online public services. The total number of administrative procedure records received in 2023 was 342,249 records, of which 330,488 records have been processed and 11,761 records are being processed. Of these, the Provincial Public Administration Service Centre received 89,175 records, processed 81,212 records, and is processing 7,963 records. The Reception and Result Delivery Unit at the district and commune level received 253,074 records, processed 249,276 records, and is processing 3,798 records.
In recent years, the province has stepped up investment in the application of IT in the operations of state agencies. In 2023 alone, the province spent about 126 billion VND on investing in infrastructure development and IT applications to serve the construction of e-government and digital government, of which nearly 13 billion VND was invested to ensure network information security.
To develop digital infrastructure, there are currently 7 enterprises in the province (Viettel, Hoa Binh Telecom, Mobifone, Vietnamobile, FPT, Hoa Binh Cable Television, SCTV) investing in and building infrastructure, providing telecommunications and internet services. Of these, 2 enterprises investing in and building infrastructure to provide fixed and wireless landline telephone services are Hoa Binh Telecom and Viettel Hoa Binh; 5 enterprises investing in and building infrastructure to provide fixed broadband internet access services with over 510 fixed broadband internet access stations, mainly the infrastructure of Hoa Binh Telecom and Viettel Hoa Binh. Broadband optical fibre transmission infrastructure has been widely deployed to 100% of commune, ward, and town centres. The network is organised into ring circuits for redundancy and backup for the entire network, ensuring uninterrupted communication in all situations.
With investment in IT applications, digital infrastructure, and human resources being implemented synchronously, meeting the requirements of digital transformation, it has contributed to changing the working style of leaders, cadres, civil servants, and businesses at all levels, ensuring scientific, fast, accurate, civilised, and modern work. Thereby, improving work efficiency and the quality of service to organisations, businesses, and citizens of state agencies.
