Administrative procedures for establishing the national technology exchange reduced to one application set

DNHN - Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 2108/QD-TTg approving the plan to streamline internal administrative procedures within the state administrative system under the management of the Ministry of Science and Technology.

Accordingly, the procedures for establishing the National Technology Exchange and regional technology exchanges will be simplified. The method of submission will be changed from in-person or via postal service to fully electronic submission. Moreover, the number of required application sets will be reduced from two to one.
The decision covers the simplification of administrative procedures in two areas under the Ministry's jurisdiction: standards and quality measurement, and science and technology activities.
Specifically, to facilitate administrative implementation by agencies and units while ensuring transparency, timeliness, and cost-efficiency, the Prime Minister has approved the simplification of the following procedures:

Appraisal of national standards and dossiers for amendments, supplements, replacements, or abolishment of national standards will transition from paper-based submission (in-person or via post) to complete online submission.

The entire set of inter-sectoral national technical regulation appraisal procedures will be abolished, as no dossiers have arisen since the regulatory documents took effect. This is also in line with the Government’s policy of assigning one ministry as the lead agency for inter-sectoral issues.
In line with the decentralization and delegation of powers, the amended Law on Standards and Technical Regulations (2025) assigns ministries and ministerial-level agencies the responsibility for appraising national technical regulations they draft. Hence, the Prime Minister has decided to eliminate the appraisal procedure for national technical regulations.
For the procedures related to the establishment of the National Technology Exchange and regional technology exchanges, the approved simplification includes:

Switching from in-person or postal submission to full electronic submission.

Reducing the number of application sets from two to one.
This simplification aims to create more favorable conditions for administrative agencies, while ensuring transparency, efficiency, and timely implementation.
