Da Nang proposes semiconductor cooperation with Oregon (USA)

DNHN - Leaders of Da Nang City have proposed that Oregon (USA) and the city explore cooperation opportunities in priority sectors such as semiconductor technology, logistics, and the development of Free Trade Zone (FTZ) infrastructure.

Standing Vice Chairman of the Da Nang People’s Committee, Mr. Ho Ky Minh, made the proposal during a meeting with a delegation from the State of Oregon, led by Mr. Daniel Loc Nguyen—Oregon State Representative, Chair of the Committee on Economic Development, Trade and Small Business, and member of the Budget, Taxation, and Transportation Subcommittees of the Oregon House of Representatives.
At the meeting, Mr. Ho Ky Minh presented to the Oregon delegation a dynamic Da Nang with broad development space and economic potential capable of competing in the global value chain. He emphasized that, with the Free Trade Zone model and an international financial center backed by special mechanisms, Da Nang is poised for a strong breakthrough in the near future.
The United States has always been identified by Da Nang as one of its key international economic partners. The city currently hosts 97 U.S.-invested projects with total registered capital of nearly USD 550 million, ranking third in terms of foreign investment in the city.
These projects are concentrated in the city’s priority areas, including high technology, supporting industries, tourism, real estate, and services. In June 2024, Da Nang established a Task Force to promote cooperation with the United States. Mr. Minh expressed hope that cooperation between the U.S. in general and Oregon in particular with Da Nang would deepen, especially in high-tech manufacturing, semiconductors, artificial intelligence, agriculture and food products, forestry and wood processing, trade and consulting services, as well as market research and orientation.

Among these areas, special attention is being given to potential cooperation in semiconductor technology, logistics, and FTZ infrastructure development.
The city is ready to create favorable conditions for Oregon-based businesses to explore the investment environment in Da Nang. It also supports laboratory model development to connect with international cooperation programs in research, design, packaging, and testing of microchips.
Representative Daniel Loc Nguyen expressed his appreciation for the warm and respectful welcome from Da Nang leaders, affirming Oregon’s interest in expanding cooperation with the city across all fields, particularly those that Da Nang prioritizes for development.
Oregon is known as the “Silicon Forest,” with over 6,000 high-tech enterprises, including major players such as Intel, Tektronix, and HP—Intel’s largest global manufacturing site is located in the state. Alongside California and Texas, Oregon is one of the few U.S. states specializing in semiconductor production. According to a 2023 report, Oregon accounts for about 15% of the national semiconductor workforce, despite having only about 1.3% of the U.S. population.
