Temporarily fixed prices for 15 transitional wind and solar power projects

DNHN - Of the 37 transitional renewable energy projects submitted to EVN, the Ministry of Industry and Trade has approved 15 wind and solar power plants with temporary prices.
According to the Electricity Regulatory Authority (Ministry of Industry and Trade), three solar power plants, seven land-based wind power plants, and five offshore wind power plants are among the 15 plants whose prices have been temporarily frozen. In addition, six other factories have agreed on a temporary price that will be finalized and submitted to the Ministry of Industry and Trade for approval the following week.
According to Decision No. 21/QD-BCT promulgating the electricity price bracket for solar power plants and transitional wind power plants, the ceiling price of transitional solar power projects for terrestrial solar power is 1,184.9 VND/kWh; floating solar power is 1,508.27 VND/kWh; inland wind power is 1,587.12 VND/kWh; and offshore wind power is 1,815.95 VND/kWh. This ceiling price is less than the preferred FIT price from twenty years ago. The price estimate will fall within this range.

According to the Ministry of Industry and Trade, the temporarily calculated price agreed upon by the parties will serve as one of the important bases for the investor of transitional renewable energy plants and EVN to implement the procedures for bringing the plants online. transmit electricity.
Numerous wind and solar power plants have been constructed and put into operation in recent years, supplementing an important power source to help achieve the objective of ensuring national energy security and economic growth. Countryside culture. Nonetheless, during the implementation process, businesses have invested in numerous projects that have not been utilized, resulting in a waste of social resources.
Deputy Prime Minister Tran Hong Ha requested that the Ministry of Industry and Trade urgently amend and supplement Circular No. 15/2022 and Decision No. 21/2023 with the process, procedures, and regulations to quickly remedy the situation.
During this period, there are no specific regulations on pricing methods, price negotiation, or guidance documents on calculating and negotiating electricity prices for wind and solar power. In addition, additional research on a similar price calculation option for traffic BT projects: audit and agree on acceptable profit levels to encourage business investment.
Concurrently, the Ministry of Industry and Commerce instructs agencies to expedite the issuance of electricity activity licenses for completed projects.
