The project’s completion opens up great potential for maximising the effectiveness of production investment from enterprises in the Tien Thanh key industrial park.

The Hai Phong City People's Council approved the project to build an 8.1 km road that would connect Provincial Road 354 in Tien Lang District to National Highway 10 in Vinh Bao District. The project would require a total investment of nearly VND1,400 billion, and the committee decided to invest and carry out the work in 2022–2026.

Four communes and towns, Tien Lang Town, Quyet Tien Commune, Tien Thanh Commune (Tien Lang District), and Vinh An Commune (Vinh Bao District), will have their administrative boundaries crossed throughout the trip. This is a Class II lowland road project in Group B, with a design speed of 100 km/h.

In particular, the roadbed width of 22.5 m and the overall length of approximately 5.5 km are found in the sections from Provincial Road 354 in Tien Lang District to the entrance of Tien Thanh Industrial Park (Km0+00 to Km3+200) and from the end of Tien Thanh Industrial Park to National Highway 10 in Vinh Bao District (Km5+800 to Km8+100).

A new Tien Thanh Bridge will be built over the Thai Binh River using concrete and prestressed reinforced concrete, with a total bridge length of 437.8 m and a bridge width of 22.5 m. The segment that passes through Tien Thanh Industrial Park (Km3+200 to Km5+800) is roughly 2.6 km long.

Three interchanges, two bridges, and about 58 homes will be relocated as part of the project. To implement the land clearance work, the consulting unit is now finishing up the land acquisition survey to submit to the Department of Natural Resources and Environment for assessment and permission.

When this project is finished, a new road that links National Highway 10 to the city core and, eventually, National Highway 37 will be created. Vehicle travel times from nearby industrial parks will be shortened, transportation expenses will be decreased, businesses will profit financially, and the socioeconomic growth of the area will be aided.

In terms of the fundamental processes for construction investment, the Management Board has finished the survey, created the construction designs and drawings, and estimated the costs. It has then sent these materials to the Department of Transportation for assessment and will proceed with setting up the construction bidding procedure.

It is anticipated that the project will start in the first quarter of 2024 and be finished in 2026.
