Approvals of housing development plans in Hanoi city in 2023

DNHN - Hanoi will have policies to direct and eliminate difficulties and obstacles for slow-moving urban projects, as well as to support housing investment projects in the region.
The Hanoi People's Committee just issued Decision 2614/QD-UBND approving the 2023 Hanoi housing development plan.
The approval of the plan provides a foundation for the city to actively regulate housing development and the real estate market in 2023, in conjunction with urban enhancement, reconstruction, resettlement, and service. Community profit; constructing and developing capital for a green, civilised, civilised, intelligent, and modern urban environment.
In particular, the city has set a target of 28.2m2/person of housing area per capita for 2023. The total residential floor space is approximately 6.96 billion square metres. The individual housing development is expected to reach 4.5 million square metres; the project's housing development target is approximately 2.465 million square metres, including approximately 2,339 million square metres of commercial housing, approximately 0.032 million square metres of social housing, and approximately 0.094 million square metres of housing floor resettlement.
To reach the goal, the city focused on reviewing and researching mechanisms and policies to guide and eliminate difficulties and obstacles for slowly implemented urban projects, as well as policies that encourage and support such projects. Support local housing construction investment projects. Simultaneously, clarify the responsibilities of investors, organise the timely implementation of projects, synchronise technical and social infrastructure, and resolutely handle and withdraw projects that have been delayed.
In addition, the city expedited the procedures for approving the project investment policy, detailed planning of independent social housing areas, and worker housing projects; studied and effectively used the proceeds from the land fund value of 20% and 25% in commercial housing projects and urban areas to invest in the construction of social housing.
Previously, the City People's Committee anticipated that the total capital demand between 2021 and 2025 would be approximately VND 437 trillion. The capital for social housing construction is approximately 12.5 billion VND, while the capital for construction and resettlement is approximately 9.5 billion VND.
The estimated budget capital is approximately 5,800 billion VND, of which approximately 283 billion VND will be allocated for social housing development; approximately 4,860 billion VND will be invested in 5 new investment projects for the construction of resettlement houses; approximately 641.3 billion VND will be allocated for the detailed planning of old apartment buildings and zones; and inspecting and proposing investment policies in support of renovating and rebuilding old apartment building
According to a report from the Ministry of Construction, in 2022, the entire country will have 9 newly licenced social housing projects with a total of 5,526 apartments; 114 projects with 6,196 apartments will have completed construction; and 27 projects with 8,245 apartments will be able to sell newly formed homes.
