The Ministry of Finance proposes to amend regulations on management and use of rice land

DNHN - The Ministry of Finance has just completed a draft circular amending and supplementing a number of articles of Circular No. 18/2016/TT-BTC dated January 21, 2016 guiding the implementation of a number of articles of Decree No. 35/2015/ND-CP of the Government on the management and use of rice land.

In this draft circular, Article 4 of Circular No. 18/2016/TT-BTC has been amended as follows:
The People's Committees of all levels shall use the funds paid by agencies, organizations, households and individuals that are allocated or leased land by the State for non-agricultural purposes from the land dedicated to growing wet rice and other sources. support funding as prescribed in Clause 2, Article 7 of the Government's Decree No. 35/2015/ND-CP on management and use of rice land to protect and develop rice land. Depending on specific conditions, the locality will decide to do the following:
Support for rice growers: Use not less than 50% of the funds used to support rice growers to apply new varieties, technical advances and new technologies in rice production; support linkage in production and consumption of products.
Accordingly, in the case of supporting rice growers to apply new varieties, technical advances and new technologies in rice production: Article 27, Article 29 of Decree No. 83/2018/NDPCP shall be applied.
In case of supporting cooperation in production and consumption of products, comply with Decree No. 98/2018/ND-CP on policies to encourage the development of cooperation and association in the production and consumption of agricultural products.
The remaining funds will be used to perform the following tasks: analysing the quality of goods and the rationality of high-yield and high-quality wet rice areas every 10 years to use them effectively and take measures to improve them. If appropriate, based on the economic and technical norms, the cost estimate-making units shall submit them to the competent authorities for decision.
In addition, the remaining funds are used to improve the quality of the remaining land for wet rice cultivation or the remaining land for wet rice cultivation.
