DNHN - July 29th, Standing Deputy Prime Minister Pham Binh Minh presided over an online conference of the Central Steering Committee for National Target Programs (National Target Programs) with localities on the results. Outcomes of the National Target Programs execution in the first six months of the year and major tasks and solutions in the final six months of the year.
Comment on the National Target Program for Building New Rural Areas Implementation Plan for the Period 2021-2025, which includes three NTPs to be implemented: Sustainable poverty reduction; New rural construction; and socio-economic development in ethnic minority and mountainous areas.

According to the Ministry of Planning and Investment report, the Prime Minister has assigned the central budget development investment capital plan for the 2021-2025 period and the 2022 central budget estimate for the projects ministries, agencies, and localities based on the National Assembly resolution.
Which, the total allocated capital from the central budget reached over VND 92 trillion for development investment capital from 2021 to 2015, accounting for 92.06 per cent of total capital for localities; the central budget capital plan for 2022 is over 34 trillion dongs to ministries, central agencies, and localities, reaching 100 per cent of the capital plan in 2022.
By the end of July 26, 33/52 localities had submitted the Resolution on allocation of central budget capital to the Provincial People's Council for approval, of which 22 had completed the assignment of the capital plan; 7/52 localities are submitting to the Provincial People's Council, and the remaining 12/52 localities are in the process of formulating a resolution to submit to the Provincial People's Council.
Members of the Central Steering Committee have urged ministries, agencies, and localities to concentrate on drafting, promulgating, or submitting to relevant authorities for the promulgation of legal documents, framework system of processes, and policies to execute the National Target Program.

At the conference, representatives from ministries, branches, and localities discussed obstacles and difficulties in the process of implementing the three National Target Programs, with a focus on the slow allocation of capital, which affects the implementation of the three National Target Programs the implementation of the goals and tasks set out; some ministries have not issued documents guiding the implementation of the contents of each program, leading to confusion. The People's Councils of provinces and cities must make a Resolution on the allocation of the state budget for the execution of National Target Programs in the region in 2022, accelerating the allocation and allocation of central budget capital by the Prime Minister's Decision.
Provinces and localities that have received state budget funding for the three National Target Programs must act quickly to execute and direct the execution of solutions to completely distribute capital by 2022.
