Innovative ESG enterprise: Trạm Xe Việt startup proposes solutions to build a green mobility ecosystem

DNHN - As Vietnam commits to achieving Net Zero by 2050 and tightens emissions standards, the transportation sector faces unprecedented pressure to transform.

Not only manufacturers of electric and low-emission vehicles, but also the entire surrounding ecosystem service centers, maintenance systems, charging, and battery-swapping infrastructure must undergo rapid restructuring to meet new regulatory requirements.

At this critical inflection point, Trạm Xe Việt, a startup founded by young entrepreneur Vũ Minh Ngọc, has introduced an innovative service model and a series of policy recommendations to support the development of Vietnam’s emerging green mobility ecosystem. Enterprise & Integration Magazine spoke with CEO Vũ Minh Ngọc to better understand the company’s strategy, long-term vision, and proposals for accelerating the country’s green transportation transition.

Reporter: You launched Trạm Xe Việt at a time when the motorcycle repair market appeared saturated. What made you see an opportunity?

CEO Vũ Minh Ngọc: I never viewed the motorcycle service market as “saturated.” I saw a massive transition coming. Vietnam has more than 40 million motorbikes, and as the Government tightens emissions controls while promoting electric mobility, tens of millions of vehicles require a completely new service ecosystem.

My question was: “Who will help everyday people step through the door of green transition?” That question gave birth to Trạm Xe Việt.

We’re not simply repairing vehicles—we are building the foundation for a green mobility infrastructure, where gasoline-powered motorbikes are serviced to meet emissions standards and electric vehicles are repaired, charged, and battery-swapped according to proper technical requirements.

Reporter: Trạm Xe Việt is known as a pioneering ESG startup, and you’re pursuing a vision of 200 standardized green mobility stations. Why did you align your business model with ESG, and what is your long-term vision?

CEO Vũ Minh Ngọc: For us, ESG (Environmental – Social – Governance) is not a slogan. It is our operating system.

Environment: We directly reduce emissions through standardized emissions-compliant maintenance for gasoline vehicles, while supporting electric mobility via repair, charging, battery-swapping, and diagnostic services.

Social: We train electric-vehicle technicians, a new profession Vietnam urgently needs—creating sustainable jobs and securing future livelihoods.

Governance: We operate transparently, standardize procedures, and manage everything through technology end-to-end.

Our mission is clear: Trạm Xe Việt positions itself as an ESG enterprise serving the nation.

Reporter: Why did Trạm Xe Việt choose the dual strategy of supporting emissions-compliant gasoline vehicles while simultaneously developing electric vehicle services?

CEO Vũ Minh Ngọc: Green transition must be grounded in reality. Vietnam still has tens of millions of gasoline motorbikes, and people need support to comply with emissions regulations, especially as major cities tighten enforcement.

Our strategy is divided into stages:

2025–2026: Lead the market in emissions-compliant gasoline servicing while building the technical, human resource, and technological foundations for EV services.

2026 onward: As the two-wheeler EV market accelerates under national policy, Trạm Xe Việt will expand into a nationwide network for EV repair, charging, and battery-swapping.

Gasoline vehicles provide scale and coverage; electric vehicles build a sustainable future.

All of this aligns with our vision: To build a nationwide network of more than 200 standardized green mobility stations, each serving as a technical center, charging & battery-swapping hub, and user experience space for electric mobility.

In parallel, we are developing the Trạm Xe Việt Academy to train technicians and the All-in-One app that helps users manage the health of their vehicles. We are not opening “another repair shop”; we are building the core infrastructure for Vietnam’s green mobility for the next 30 years.

Reporter: How do you assess the current policy environment for green startups and EV service enterprises?

CEO Vũ Minh Ngọc: We see strong policy momentum from the Party and Government supporting green mobility startups. Public interest in EVs is rising, the Government is actively promoting supportive policies, and the market is opening rapidly. However, several barriers still remain…

One example is the PPP (Public–Private Partnership) model. In green transportation, PPP can be applied to developing public EV charging networks: the Government provides land access and regulatory facilitation, while businesses invest in equipment, technology, and operations. But in Vietnam, this model has not yet been widely implemented for EV charging due to limited public awareness and existing administrative hurdles.

Reporter: Many consider the Trạm Xe Việt model fundamentally different from traditional repair shops. How do you explain this difference?

CEO Vũ Minh Ngọc: The difference is in our systems thinking.
Trạm Xe Việt is not a repair shop or a standalone charging station; it is a “green mobility station.”

Here, users can service gasoline vehicles to meet emissions standards:

Access specialized EV repair; Charge or swap batteries; Purchase standardized green accessories; Experience next-generation smart electric vehicles

We have a vehicle health management app, a technician training academy, and a transformation model that helps thousands of traditional repair shops upgrade to green standards. This is a structural difference, not a cosmetic upgrade.

Reporter: What message would you like to send to those interested in the green transition?

CEO Vũ Minh Ngọc: Green transition doesn’t start with large EV manufacturing projects.
It starts with the vehicle people ride every day and the service station they visit every month.

Trạm Xe Việt chose to go first to pave the way.
With aligned efforts from businesses, the Government, and investors, Vietnam can absolutely become a regional leader in green mobility.

Reporter: If you could deliver a direct recommendation to the Government, what would you hope for?

CEO Vũ Minh Ngọc: As a startup shaped by the spirit of Resolution 68 on private-sector development, I hope Vietnam will soon issue a national standard for EV service operations, a clear, unified framework allowing businesses to invest confidently from the start without navigating technical and regulatory uncertainty.

In parallel, I earnestly hope to see stronger green credit policies and financial support for both sides: enterprises developing green service infrastructure, and citizens transitioning to cleaner vehicles.

When people can access preferential loans, vehicle upgrade support, or trade-in/warranty services that meet emissions standards, they will feel more secure and confident. The green transition will move faster, more synchronously, and more sustainably.

Beyond finance, I believe the Government should facilitate enterprise involvement in local technician training. This not only improves human resource quality but also creates millions of green jobs, turning the labor force into direct contributors to national sustainability goals.

If the three pillars of Government policy, enterprise investment, and citizen participation advance together, Vietnam will undoubtedly build a strong, modern, and human-centered green mobility ecosystem.

Piloting PPP models for community charging stations in residential clusters or registration centers would provide a significant infrastructure boost, while tax incentives for battery collection and recycling companies would strengthen the circular economy. I also propose that “green mobility stations” be included in urban planning as essential infrastructure, just like gas stations once were.

In addition to economic and technical policies, Vietnam needs more communication, public awareness programs, and training on fire safety, environmental protection, and proper vehicle operation, whether gasoline or electric.
When people understand, feel supported, and feel safe, Vietnam’s green transition will accelerate dramatically.

 Policy Context: Vietnam’s Strong Determination for Green Transition

Vietnam has demonstrated a clear commitment to green development through key policies such as Resolution 55 on national energy development and Decision 1658 approving the National Green Growth Strategy 2021–2030.
Decision 876 on green energy transition in transport and Decree 08/2022 guiding the Environmental Protection Law lay the foundation for charging infrastructure, emissions reduction, and the circular economy.

At COP26, Vietnam pledged to achieve Net Zero by 2050, reinforced by the 2022 National Climate Change Adaptation Strategy.
Meanwhile, Resolution 68 on private-sector development highlights the pioneering role of enterprises in innovation and green business models.

Together, these policies form a robust legal framework encouraging private-sector participation, including pioneering models like Trạm Xe Việt in building the infrastructure necessary for Vietnam’s green mobility future and contributing to the national Net Zero goal.
