Nghe An: Spending nearly 4 billion VND in 2022 to support small and medium-sized businesses.

DNHN - Nghe An Provincial People's Committee has issued a plan to implement many contents to support the province's small and medium-sized businesses. In 2022, Nghe An is expected to spend nearly 4 billion VND to put the above support into place.
According to the plan, the people who will benefit are small and medium-sized businesses that are set up and run by the law on businesses in the area and meet the criteria in Article 4 of the Support Law. Total funding for support in 2022 is VND 3,998 billion, of which VND 1,292 billion is for training and fostering a team of businesses and entrepreneurs, human resource development for small and medium enterprises; 1 billion is for technology application and digital transformation; 462 million VND is for consulting support for businesses; 430 million VND is for supporting start-up, innovation, and creative enterprises; supporting businesses to promote products, link the value chain is 317 million dongs; other supporting content is 497 million VND.

The following is the standard of support for technology application and digital transformation for small and medium-sized businesses: Up to 50% of the contract value of consulting digital transformation solutions for small businesses does not exceed 50 million VND/contract /year and 6 contracts are expected; Support up to 50% of the contract value of consulting digital transformation solutions for medium-sized enterprises, with a maximum contract value of 100 million VND/contract/year, and two contracts are expected. The maximum level of support for enterprises to hire and buy digital transformation solutions at micro-enterprises is 20 million VND/year and 5 contracts; Small businesses with a maximum of 50 million VND and four contracts; medium enterprises with a maximum of 100 million VND and two contracts; funds to support and develop the app to support and develop the business

Based on the above norm allocation, the Nghe An Provincial People's Committee designated the Provincial Center for Investment, Trade, and Tourism Promotion as the focal point to assume primary responsibility for implementing this policy and coordinating with relevant departments, agencies, and district People's Committees. Simultaneously, the Nghe An Provincial People's Committee requested that support sources be balanced, that focus be maintained, and that social resources be mobilized to support and promote business development in the area. Furthermore, small and medium-sized businesses must maintain the spirit of innovation and creativity in production and business, improve competitiveness, and maintain a sense of law observance in receiving, coordinating, and organizing the law's implementation. Support resources are effectively available.
In addition to the above policy, Nghe An province has the following policy: 100 per cent consulting support for micro, small, and medium enterprises, with levels ranging from VND 50 million to VND 70 million and no more than 10 contracts per year; support for innovative and creative start-ups; support for training, intensive training; and support for small and medium enterprises to join industry clusters, production, and research and development

Nghe An currently has 14,050 businesses that are open and paying taxes. However, according to the capital scale, up to 95% of businesses are small, medium, or even micro-sized. It is well known that the Nghe An Provincial People's Committee's purpose in issuing the above support policy is to: accelerate the development speed and improve competitiveness for small and medium enterprises in the area; create a favourable, equal, and transparent business investment environment for small and medium enterprises to contribute increasingly to the province's socio-economic development, improving competitiveness, and international integration.
