Hoa Binh is one of the top five provinces in terms of online public service delivery effectiveness

According to the Ministry of Information and Communications, ministries, branches, and municipalities have made attempts to deliver digital services, particularly high-level online public services, in the past. Until now, all ministries, agencies, and municipalities in the country have had electronic portals and public service portals to provide consumers and companies with information and online public services. Approximately 97.3% of qualified online public services have been supplied in the online form by ministries, sectors, and localities at level 4 - the highest level is done online.

However, the efficiency of offering and utilizing high-level online public services remains a challenge that ministries and provinces are working to address. The percentage of online public services that create online records and the pace of online public services are two essential metrics for evaluating the efficacy of online public service provision and use by state agencies in serving people and companies. Statistics from the Ministry of Information and Communications' automatic monitoring and measuring system reveal that, from the beginning of 2022 until the end of August, three ministries led the way in the block of ministries and branches: Industry and Trade, Education and Training, and TT&TT. ranked highest in the percentage of online public services having records, with rates of 100%, 100%, and 97.67%.

The Ministries of Industry and Trade, Education and Training, and Finance had the greatest percentages of papers handled online, with 99.99%, 99.58%, and 91.41%, respectively.

Meanwhile, Long An, Hai Duong, Tien Giang, Hoa Binh, and Bac Giang are the provinces with the greatest proportion of online public services, with rates ranging from more than 90% to more than 90%. 96.47%.

The top five provinces in terms of the proportion of papers handled online are Hoa Binh (87.02%), Quang Ninh (75.33%), Ninh Binh (59.35%), Ha Nam (56.73%), and Thanh Hoa (56.6%).

On a nationwide scale, the proportion of online public services with ministry, branch, and locality records has reached 51.49%, 1.6 times greater than the same period in 2021; and the rate of online processing has reached 39.82%, about 1.3 times higher than the same period last year. The National Committee on Digital Transformation has also said that by the end of this year, ministries, sectors, and municipalities must achieve 80% online public services that create online documents and 80% online public records. 50% of transactions are completed online.
