General Department of Civil Judgment Execution: Recovered nearly 10,000 billion VND in corruption and economic cases

DNHN - In the past 9 months, the Civil Judgment Enforcement System (THADS) has completed 348,490 jobs; recovered nearly VND 10,000 billion of assets appropriated and lost in criminal cases related to corruption, economy, etc.
Nearly 10,000 billion VND recovered
On July 14, the General Department of Civil Judgment Execution (General Department of Civil Judgment) - Ministry of Justice held an online briefing conference on Civil judgement enforcement and monitoring of Administrative Judgment Enforcement (THAHC) for the 9 months of 2022. Deputy Minister of Justice Mai Luong Khoi and Director General of the General Department of Civil Justice Nguyen Quang Thai chaired the conference.

The report at the Conference said that in the first months of the year, the Covid-19 epidemic continued to develop complicatedly, however, the entire Civil Judgment Enforcement System strictly followed the directions and instructions on disease prevention and control, implemented flexible working plan and organization of judgment enforcement, suitable to specific conditions in each locality, while ensuring the regulations on epidemic prevention and control and ensuring the order and legal procedures.
Thanks to our efforts, proposing many flexible solutions to effectively implement assigned targets and tasks, the working aspects of the Civil Judgment Enforcement System are still basically deployed promptly, ensuring progress according to the plan. Some important and unexpected tasks have been completed with high quality.
Regarding the results of recovering assets appropriated and lost in criminal cases related to corruption and the economy, according to a report at the Conference: Regarding the matter, the total number of things to be executed is 3,710 with conditions for execution. is 2,710 jobs. Completed 1,299 jobs, reaching the rate of 47.93% (down 6.00%) compared to the same period in 2021.
In terms of money, the total amount to be executed is 80,118 billion 562 million 777 thousand VND, with conditions for enforcement being 41,867 billion 151 million 804 thousand VND, reaching the rate of 23.85% (up 18.09%) over the same period last year.
Nearly 10,000 billion dongs of property were appropriated and lost in criminal cases related to corruption and the economy has recovered. For cases under the supervision of the Central Steering Committee for Anti-corruption, 54 cases are currently being implemented, equivalent to VND 129,619 billion.
Administrative enforcement continues to receive the attention and direction of the Government and ministries, branches and localities. The General Department of Civil Justice has advised leaders of the Ministry of Justice to work online with several provinces and cities to urge and find solutions to remove difficulties and obstacles in the execution of administrative judgments in the locality; coordinate with relevant units to develop reports serving the supervision of the Judiciary Committee of the National Assembly.
Regarding the inspection and prevention of corruption and negativity, the General Department of Civil Law and Civil Law Departments have promulgated and actively implemented seriously the plan to inspect Civil judgement enforcement work and the plan to prevent and combat corruption and negativity in 2022. Up to now, the General Department of Civil Defense has organized 1 comprehensive inspection team, 5 thematic inspection teams, etc.
The report at the Conference also showed that several important and unexpected tasks have been completed with high quality such as: Advising on the construction, submitting to the Government to propose the National Assembly to approve the Law amending several laws, including the Law on Civil Law, promptly advises and promulgates the Resolution of the Party Personnel Committee of the Ministry of Justice directing civil judgement enforcement work from 2022 to 2026 and develops a plan to implement the Resolution in the entire Civil Judgment Enforcement System; well-prepared content to serve the inspection of the Ministry of Home Affairs on personnel organization, the Ministry of Public Security on the protection of state secrets and the supervision of the National Assembly Standing Committee on citizen reception, resolve the complaint report, etc.
Pay attention to inspection work in the system of civil judgment enforcement
Speaking at the Conference, Deputy Minister Mai Luong Khoi acknowledged the results that the Civil Defense System has achieved. According to the Deputy Minister, in terms of work and money, basically met expectations, especially in terms of money; progress in the recovery of corrupt assets is higher than in previous years; the Civil Judgment Enforcement System has implemented many aspects of work: personnel organization, investment in capital construction, etc.
For some localities, the results are still low, the Deputy Minister suggested that the Director Generals need to review, re-evaluate, propose solutions, innovate methods in directing and operating in a deeper direction, decide more intense, more specific, clearer, thus creating change.
To perform well the tasks in the coming time, the Deputy Minister suggested that the units should pay attention to fully implementing the Resolutions of the Party Committee and Party, especially Resolution 23 of the Party Personnel Committee on practical leadership in implementing key tasks on THA 2022 - 2026. Regarding the inspection and direction, the Deputy Minister emphasized that the inspection work from the General Department to the Departments and Sub-Departments needs to be effective. Accordingly, it is necessary to carry out this work very closely and strictly to promptly detect shortcomings and violations so that we can correct them without any consequences.
The Deputy Minister especially noted that the staff work of the civil judgment enforcement system must be paid more attention and investment. In the past time, the work of succession and inheritance of the leadership team has not been done well, the staff work is still slow and there is no initiative. This causes difficulties in the management team.
Fully accepting the direction of Deputy Minister Mai Luong Khoi, the Director General of the General Department of Civil Defense Nguyen Quang Thai affirmed that the General Department and the civil judgment enforcement agencies will concretize the above directives into the work plan in the remaining months of 2022 and beyond.
Director General of the General Department of Civil Justice Nguyen Quang Thai said that in the context of the complicated and unpredictable developments of the Covid-19 epidemic (especially in the first months of 2022), the units faced many difficulties in terms of personnel in performing assigned tasks, while the amount of money to be executed increased sharply compared to the same period in 2021 (up 12.05%), but civil enforcement agencies have adapted flexibly, safely, and made efforts to implementing flexible solutions to strive to complete the assigned tasks. Up to now, after 9 months, the results have been achieved positively in all aspects, of which two targets. The performance of debts of credit institutions; The recovery of assets appropriated and lost in criminal cases related to corruption and the economy are concentrated and directed drastically. The results were recorded at the recent National Conference summarizing 10 years of anti-corruption and anti-corruption work in the 2012-2022 period.
The whole system has made a lot of efforts in performing the functions and tasks related to administrative enforcement, in which many localities have come up with measures and good practices to advise the Party committees and local authorities to direct the strengthening of discipline and discipline in the observance of the law on administrative procedures.
The system of internal processes continues to be concerned and perfected: Judgment organization process, professional guidance process, price appraisal and auction process have been developed and issued as a basis. The basis for the effective organization of civil judgement enforcement throughout the system. The work of guidance and professional direction is increasingly focused and interested.
