DNHN - The National Assembly Standing Committee unanimously promulgated a Resolution on the afternoon of August 11 to allow the continued payment of support to employees by Resolution No. 03/2021/UBTVQH15 (Resolution 03) dated September 24, 2021, of the National Assembly Standing Committee, promulgates a policy to support employees and employers affected by the COVID-19 pandemic from the Unemployment Insurance Fund.

The National Assembly Standing Committee has authorized the use of about 1,155 billion VND from the Unemployment Insurance Fund balance until the end of 2021 to continue providing benefits to employees who are eligible under Resolution 03 and have completed their application on time. Payment to support personnel will be completed no later than September 10, 2022.
Ms Nguyen Thuy Anh, Chairman of the Social Affairs Committee, stated that as a result of the implementation of Resolution No. 03, nearly 13 million workers have received payments totalling more than VND 30,800 billion; and employers' unemployment insurance contributions have been reduced for more than 346 thousand employers totalling more than 7,559 billion VND by July 31, 2022.
However, worker assistance has not yet been finished. Despite the end of the implementation term provided in Resolution 03, a portion of workers has yet to implement the employee support policy, which has diminished the urgency and purpose of the employee support policy at this time.
As a result, the National Assembly Standing Committee charged the Government with completing the payment on time and reporting back to the National Assembly Standing Committee on the results of the implementation of Resolution No. 03/2021/UBTVQH15 and this Resolution at the National Assembly Standing Committee meeting in September 2022. In recommending policy, the National Assembly Standing Committee urged that the government genuinely learn from experience to better monitor and manage lists, databases, forecasts, and information connectivity.
To ensure equitable interests and support for all objectives, it is required to mobilize relevant agencies, organizations, individuals, and communities in assessing and distributing information to beneficiaries who have not been reached. Simultaneously, there are options for dealing with circumstances of force majeure that do not get assistance, so avoiding litigation.
It is necessary to thoroughly review the implementation of support policies for those affected by the COVID-19 epidemic issued before and after the issuance of Resolution 03, particularly conditional support policies (such as rent support for employees, and loan policy to pay employees) to overcome limitations, deal with arising problems, ensure efficiency, timeliness, and policy goals, and foster public trust.
