Continue to effectively implement credit policies for agricultural and rural development in the Mekong Delta

DNHN - Recently, the State Bank has sent a document to credit institutions, foreign bank branches, and State Bank branches in provinces and cities in the Mekong Delta on the implementation of Directive No. 10/CT-TTG of the Prime Minister on several tasks and solutions to promote sustainable agricultural and rural development in the Mekong Delta, proactively adapting to climate change.

The State Bank requests credit institutions, foreign bank branches (credit institutions), and State Bank branches in provinces and cities including An Giang, Bac Lieu, Ben Tre, Can Tho, Ca Mau, Dong Thap, Hau Giang, Kien Giang, Long An, Tien Giang, Tra Vinh, Soc Trang, Vinh Long continue to effectively implement credit policies for agricultural and rural development as prescribed in Decree 55/2015/ND-CP dated June 9, 2015, of the Government, amendments and supplements and Circulars of the State Bank; actively participate in and implement other credit programs and policies under the direction of the Government and the Prime Minister to support the restructuring and sustainable development of the agricultural sector, and improve the lives of farmers in the Mekong Delta region.
It is necessary to review and grasp the difficulties and obstacles in the process of implementing credit policies for agricultural and rural development, and propose and report to the State Bank of Vietnam to amend and supplement the policy (if applicable) to ensure sustainable agricultural development and climate change adaptation.
The State Bank also proposed the State Bank's branches in the provinces to actively balance capital sources, creating favourable conditions for economic sectors in the Mekong Delta provinces to access credit capital for investment in agriculture and rural areas; especially high-tech agricultural projects, agricultural mechanization development and agricultural product processing industry; organic, circular, ecological agriculture, large-scale agricultural production, linkage model, value chain.
In addition, continue to reform administrative procedures, simplify lending procedures, diversify banking products and services, and strengthen digital transformation in operations to better meet people's capital needs, enterprises, cooperatives, and farm owners operating in the fields of agriculture and rural areas; strengthen the connection between banks and businesses, cooperatives and people to remove difficulties and obstacles in accessing credit capital.
The Bank for Social Policies continues to organize and effectively implement policy credit programs in the Mekong Delta for poor households and other policy beneficiaries in rural areas; focusing on lending to contribute to the implementation of national target programs for the period 2021 - 2025.
The State Bank's branches in provinces and cities in the Mekong Delta should promptly grasp local economic development programs to direct branches of credit institutions in the area to lend to meet socio-economic development demand, capital demand for local agricultural and rural development; in which focus on agricultural projects applying high technology, development of agricultural mechanization and agricultural product processing industry, organic, circular, ecological agriculture, large-scale agricultural production, according to linkage model, value chain.
