The "UNESCO Global Learning Cities" award recognizes exceptional efforts in creating a learning city that promotes lifelong learning in the community. The prizes will go to towns that show significant progress with the following foundations: Promoting equitable learning opportunities for all students from elementary through university. Encourage learning in the home and the community. Create learning environments for and in the workplace. Increase your utilization of current learning technology. Improve the quality and inclusivity of learning. Encourage a culture of continuous learning.

Being designated by UNESCO as a global learning city provides Cao Lanh residents with greater possibilities to share ideas, expertise, and experiences with other UNESCO member cities across the world. In addition, people will have access to UNESCO experts, researchers, and educators to keep their knowledge and practice up to date through UNESCO's worldwide learning seminars and conferences.

The worldwide community recognizes a city's prominence by bestowing the designation "UNESCO Global Learning City." Cao Lanh now has more opportunities to attract investment and human resources to achieve affluent and sustainable development.

Cao Lanh is one of three cities in Dong Thap province in the Mekong Delta that play a significant role in the development of the region. Commerce, administration, health, the pharmaceutical industry, traditional medicine, and agriculture are the city's socioeconomic pillars.

"The recently acknowledged learning cities by UNESCO are highly merited, because of their great competence as well as their devoted efforts to alter the interests of learning for all inhabitants of whatever age," stated Audrey Azoulay, Director-General of UNESCO.

"The prize was first granted in 2015, recognised every two years," said Ambassador Le Thi Hong Van, Chief Representative of the Vietnam Delegation to UNESCO. Cao Lanh recently received assistance from the UNESCO Vietnam National Committee in drafting and finalizing the registration dossier. Vietnam now has five global learning cities: Hai Duong (2015), Ho Chi Minh City (2015), Sa Dec and Vinh (2020), and Cao Lanh (2022)."

Cao Lanh city has implemented various novel technologies and hosted seminars, conferences, and meetings linked to education and reading to adapt to new problems and preserve a healthy reading culture. This municipality also aggressively supports the role of student unions and youth at all levels in gathering, uniting, and constructing a generation of Vietnamese people who are enthusiastic about study, business, science, and technology, and willing to change and contribute to progress.

In 2012, the UNESCO Institute for Lifetime Learning, a centre for lifelong learning research excellence, developed the "UNESCO Global Learning Cities Network". The network enables towns to improve international exchanges, share professional experiences, and share best practices for developing a "learning city."
