Hanoi leads in digital transformation: Targeting 50% reduction in costs and administrative procedures

DNHN - On the morning of June 28, Hanoi held a conference to review the first six months of 2024 in implementing Project 06, evaluating the trial results of electronic health records and issuing judicial records via the VNeID application
Addressing the conference, Prime Minister Pham Minh Chinh praised Hanoi for announcing and operating several application platforms of Project 06 in the city. The Prime Minister hopes that the Ministry of Public Security and Hanoi will continue to play a pioneering role in the national digital transformation, effectively implementing Project 06. He urged ministries, localities to successfully develop and link similar projects with Project 06.
The Prime Minister emphasized that digital transformation has become a global trend and a mandatory requirement, a strategic choice, and a top priority in socio-economic development in the era of the Fourth Industrial Revolution. He called on the entire nation, ministries, and localities to continue promoting rapid and sustainable growth based on digital platforms, scientific and technological innovation, and entrepreneurship.
The Prime Minister outlined key tasks and solutions for the near future, focusing on improving mechanisms, policies, enhancing investment and business environment, increasing competitive capacity, reviewing and simplifying administrative procedures, eliminating unnecessary procedures, minimizing inconvenience for people and businesses to effectively implement Project 06 in Hanoi.
The Prime Minister instructed Hanoi to focus on reviewing, reducing, and simplifying regulations and administrative procedures related to investment, production, business activities, and residents' lives. The goal is to reduce at least 50% of the number of regulations and cut at least 50% compliance costs.
Additionally, Hanoi will establish a model of Administrative Service Centers directly under the People's Committee, specializing in providing public services.
Promoting integration, connection, and sharing of digitized data on records and results of electronic administrative procedures among Hanoi's information systems through the National Public Service Portal. Enhancing digitization of records, administrative procedure results, and reuse of digital data.
Efforts will be intensified in non-cash payment and promoting digital transformation in tax management in Hanoi. Building and developing Hanoi's common database, integrating with national databases on population and specialized fields. Ensuring cybersecurity and information security in digital infrastructure development.
According to Hanoi People's Committee, the city has completed the pilot implementation of electronic health records across the city, and since April 22, 2024, it has been one of the first two localities to issue judicial records via the VNeID application. Over 5,000 applications for judicial records have been processed through this application, with over 85% submitted via VNeID.
Furthermore, Hanoi has also applied non-cash social security payments, pensions, social insurance subsidies, parking fees without using cash, and implemented electronic invoices for household businesses.
Speaking at the conference, Minister of Health Dao Hong Lan expressed appreciation for Hanoi prioritizing the health sector as one of the starting points for implementation. He emphasized that this sector directly affects people's health and lives, and Hanoi has prioritized rapid deployment to serve residents conveniently.
Lieutenant General Luong Tam Quang, Central Party Committee Member, Minister of Public Security, highly appreciated Hanoi's approach in implementing Project 06. He noted that Hanoi's achievements have had a significant positive impact on social life and have brought clear effectiveness, promoting a change in management mindset, changing working habits of officials, reducing administrative procedures, saving time and costs for people and businesses.
