Removing obstacles in mechanisms, policies and administrative procedures for enterprises in the culture, sports, and tourism sector

DNHN - Recently, the Ministry of Culture, Sports, and Tourism organized a consultation conference on regulations regarding administrative procedures and business activities in the culture, sports, and tourism sectors for 2024 in Nha Trang city, Khanh Hoa.
The conference was attended by 130 delegates representing various departments and units under the Ministry of Culture, Sports, and Tourism; Tourism Management Departments from provinces and cities from Thua Thien Hue southward; associations, federations, companies, and enterprises in the fields of culture, sports, and tourism. Vice Director of the National Tourism Administration of Vietnam, Pham Van Thuy, attended the conference.
In his speech at the conference, Deputy Minister Ta Quang Dong emphasized that the Party and the State always focus on administrative procedure reform as a key solution to enhance the effectiveness and efficiency of state management and stimulate socio-economic development.
According to Deputy Minister Ta Quang Dong, to implement administrative procedure reforms decisively and synchronously, the Government and the Prime Minister have issued numerous resolutions on reducing and simplifying administrative procedures and business-related regulations. Notably, Government Resolution No. 68/NQ-CP dated May 12, 2020, and Resolution No. 131/NQ-CP dated October 6, 2022, require ministries, sectors, and localities to reduce and simplify at least 20% of regulations and 20% of compliance costs related to business activities by 2025. Continuous consultations with organizations and individuals about policies, regulations, and administrative procedures related to business activities are also required.
Under the direction of the Government and the Prime Minister, the Ministry of Culture, Sports, and Tourism organized the conference to discuss and analyze regulations on administrative procedures and business activities in culture, sports, and tourism. The conference focused on implementing plans to reduce and simplify administrative procedures, citizen paperwork, and decentralize the implementation of administrative procedures as approved by the Government and the Prime Minister. The goal was to timely identify difficulties and obstacles in business regulations and propose solutions to resolve these issues thoroughly.
Deputy Minister Ta Quang Dong emphasized that the conference must focus on reviewing and proposing plans to reduce and simplify administrative procedures and business regulations that are barriers and difficulties for people and businesses. All feedback and suggestions should be fully received and compiled for timely, effective, and compliant handling.
Additionally, state management units under the Ministry are responsible for addressing and resolving local, organizational, and enterprise difficulties and obstacles during the conference and in the execution of their duties. They must provide specific opinions and propose solutions for leadership on how to address these issues.
\Deputy Minister Ta Quang Dong suggested focusing on five main issues: (1) Consulting on amendments and supplements to administrative procedures and regulations related to business activities in tourism, including nine administrative procedures led by the National Tourism Administration of Vietnam. (2) Consulting on amendments and supplements to administrative procedures and regulations related to business activities in sports, including 32 administrative procedures led by the Department of Physical Training and Sports. (3) Consulting on amendments and supplements to administrative procedures and regulations related to business activities in cultural heritage, including 11 administrative procedures. (4) Consulting on amendments and supplements to administrative procedures and regulations related to business activities in grassroots culture, including six administrative procedures. (5) Implementing plans to reduce and simplify administrative procedures in culture, sports, and tourism.
At the conference, delegates exchanged and analyzed regulations on administrative procedures and business activities in culture, sports, and tourism. They also discussed implementing plans to reduce and simplify administrative procedures, citizen paperwork, and decentralize administrative procedures. These regulations have been approved by the Government and the Prime Minister. Administrative procedures and business regulations will be reviewed, amended, and supplemented in the process of revising the Law on Tourism, the Law on Physical Training and Sports, the Law on Cultural Heritage, and the Law on Advertising. Representatives from the Ministry of Culture, Sports, and Tourism answered and explained questions related to sports, tourism, and business activities in hotels and restaurants.
Through this conference, the Ministry of Culture, Sports, and Tourism will gather and compile opinions from agencies, units, organizations, associations, and businesses. Based on these, the Ministry will propose measures to address and remove difficulties and obstacles related to mechanisms, policies, and administrative procedures to facilitate business operations and improve the lives of citizens, within the authority and resolution scope of the Minister of Culture, Sports, and Tourism.
On July 5, the conference continued to consult on amendments and supplements to administrative procedures and business regulations in grassroots culture. The conference also focused on implementing plans to reduce and simplify administrative procedures in culture, sports, and tourism.
