DNHN - According to the 2023 PAR INDEX ranking results, Hai Phong ranked 2nd out of 63 provinces and cities with a result of 91.81%.
The PAR INDEX is determined through 8 component indicators including: administrative reform steering and management work; drafting and organising the implementation of legal documents; administrative procedure reform; state administrative apparatus organisation reform; building and improving the quality of cadres, civil servants and public employees; renewing the financial mechanism for administrative agencies and public service units; modernising the administrative system; implementing the one-stop mechanism and the inter-connected one-stop mechanism.
Through the Administrative Reform Index, the Government and ministries, sectors and localities determine the goals, orientations, content, tasks and solutions for the next stage of state administrative reform. Ministries, sectors and localities consider the deployment of measurement and assessment of the Administrative Reform Index as a useful tool in the steering and management of administrative reform by the heads of agencies and units.
According to the 2023 PAR INDEX ranking results, Hai Phong ranked 2nd out of 63 provinces and cities with a result of 91.81% (an increase of 1.72% compared to the previous year). Hai Phong is one of 7 provinces and cities in the country in Group A and this is the 4th consecutive year that the city’s PAR INDEX has achieved a result of over 90%. The city’s 2023 SIPAS Index reached 88.09%, an increase of 4.21% compared to the previous year, ranking 5th out of 63 provinces and cities (an increase of 5 places).
To achieve this result, Hai Phong has been implementing administrative procedure reform tasks in conjunction with the implementation of Project 06 on developing population data applications, electronic identification and authentication serving national digital transformation for the period 2022-2025, with a vision to 2030; National Digital Transformation Programme.
The city also always strengthens information and propaganda about the meaning and results of administrative reform indicators to cadres, civil servants, public employees, people and organisations to raise awareness, a sense of responsibility and social consensus on administrative reform work.
The city also strengthens administrative discipline and order, regularly organises inspections and checks of public affairs, and strictly handles and publicises cadres, civil servants, public employees, agencies and units that cause delays and inconvenience. At the same time, there are appropriate forms of reward for individuals and organisations with good achievements in advising on the implementation of administrative reform tasks; continue to innovate and improve the quality of the operation of the One-Stop and Interconnected One-Stop units at departments, sectors, units and localities.
