DNHN - The Ministry of Labour, War Invalids, and Social Affairs is drafting a Circular outlining the guidelines for vocational training support for employees of small and medium-sized businesses.

According to Thimphu. vn, the Draught specifies that workers must meet the conditions outlined in Clause 4, Article 14 of Government Decree No. 80/2021/ND-CP dated August 26, 2021 outlining and directing labour standards. Citing a number of articles of the Law on Support for Small and Medium-Sized Enterprises, if an enterprise sends you to participate in vocational training courses at the elementary level or training programmes lasting less than three months, your training costs will be covered. The remaining costs are negotiated between small and medium-sized businesses and their employees.
Priority is given to vocational training support for workers eligible for preferential policies for people with meritorious services to the revolution, people with disabilities, ethnic minorities, people from poor households, near-poor households, people in households whose agricultural land or business land has been revoked, and workers operating in businesses in rural, mountainous, and ethnic minority areas. female-owned companies.
The occupations supported by elementary level training or training programmes lasting less than three months are chosen by the enterprise, determined based on the enterprise's business registration, and included on the Commission-approved list of occupations. Provincial citizens approved in accordance with the provisions of Prime Minister's Decision No. 46/2015/QD-TTg dated September 28, 2015 outlining policies to support elementary level training and training lasting less than three months. For industries and professions not included on the Provincial People's Committee-approved list. Companies suggest that the Department of Labour, War Invalids, and Social Affairs synthesise and consider submitting to the Provincial People's Committee for approval as a basis for implementation.
Enterprises can choose vocational training facilities in the province or centrally administered city where they operate, based on the training occupations outlined above, to send employees to participate in vocational training courses.
The draught clearly states that enterprises must send one or more employees to participate in vocational training courses in writing, including the following information: full name, date of birth, time of birth, etc., working time at the enterprise, social insurance book number, industry and profession that requires training, training form, and expected time to participate in the training course for each employee.

Employees sent by their employer to participate in an introductory-level training course or a programme lasting less than three months are organised to study in private classes or with other students of a vocational training institution, led by the institution's director. The vocational training centre makes a determination and notifies businesses and students at least five business days prior to the beginning of the course.
According to Circular No. 42/2015/TT-BLDTBXH regulations, vocational training establishments organise training for employees sent by businesses to participate in elementary level training courses or training programmes lasting less than three months. Circular No. 43/2015/TT-BLDTBXH, as amended and supplemented by Circular No. 34/2018/TT-BLDTBXH, dated December 26, 2018, of the Ministry of Labour, War Invalids and Social Affairs in accordance with the appropriate industry, The enterprise selects training material.
In the event that employees of an enterprise are sent to participate in an elementary level training course in the form of work and study, the enterprise must comply with the provisions of Circular No. 31/2017/TT-BLDTBXH dated December 28, 2017 of the Ministry of Labour, War Invalids and Social Affairs. This circular regulates training at college, intermediate and elementary levels in the form of on-the-job training or distance learning, self-study with guidance as prescribed in Circular 33 /2018/TT-BLDTB
If a small or medium-sized business organises training for its employees, it must comply with the conditions stipulated by the law on vocational education and report to and receive approval from the local Department of Labour and War Invalids. and Society.
Payment and settlement of training support funds are governed by the Ministry of Finance's directives.
