Hai Phong City Digital Transformation Forum 2023: Developing Digital Data - The Foundation for Socio-economic Development

DNHN - The Hai Phong City Digital Transformation Forum 2023 was held on December 27 in cooperation with the Vietnam Software and IT Services Association (VINASA).
Speaking at the forum's opening ceremony, Mr Hoang Minh Cuong, Vice Chairman of the Hai Phong City People's Committee, announced that 2023 has been declared the National Digital Data Year by the government to encourage data development and make the most of the massive amount of data that is available on Vietnam's digital platforms. The city's theme for this year, "Promoting Urban Modernisation and Beautification - Building a New Rural Model - Implementing Digital Transformation," is also being chosen for the second year. This shows how committed the People's Committee, People's Council, and Hai Phong City Party Committee are to this digital transformation. Plan 12/KH-UBND, the city's digital transformation plan for 2023, outlines a total of 75 activities that will be implemented by 28 units under a regular budget of around 400 billion VND. The allocated duties centre on digitisation, the creation of specialised data to assist operations, management, and the settlement of administrative procedures, as well as the development of shared data warehouses and open data portals.
Hai Phong City met and surpassed 14 of the 19 socio-economic goals for the year 2023, demonstrating its sustained success in achieving steady and sustainable development. It is anticipated that domestic revenue will total 42,500 billion VND or 135.66% of the central budget forecast. Positive results were obtained by strengthening investment promotion and foreign affairs initiatives. The city ranked second out of 63 provinces in terms of foreign direct investment (FDI) attracted, coming in far over the 2- to 2.5 billion USD objective set by the City People's Council. Currently, Hai Phong and Ba Ria - Vung Tau are the nation's two special-class seaports. The city wants to grow into a significant seaport for both the global logistics community and the surrounding area.
Deputy Prime Minister Tran Hong Ha approved the Hai Phong City Planning for the 2021–2030 term, with a view to 2050, by signing Decision No. 1516/QD-TTg on December 2, 2023. The main objective is for Hai Phong to emerge as the nation's preeminent location for digital transformation, with a focus on creating a digital society, digital government, and digital economy. The national digital transformation programme will guide the implementation of comprehensive digital transformation.
The citizens of Hai Phong City, all levels of government, and all sectors must collaborate and actively engage in the city's efforts to undergo digital transformation to achieve this goal. To go beyond obstacles and roadblocks in execution, direction, and leadership, they must work together. In addition, they need to gain knowledge from the insightful tales and useful examples that respectable lecturers and specialists discuss and impart.
2023 has been declared the "National Digital Data Year" by the government, with an emphasis on creating databases, open data, and encouraging the use of unified digital platforms, according to Mr Nguyen Van Khoa, Chairman of the Vietnam Software and IT Services Association (VINASA). It also seeks to improve privacy, security, and data governance. The first step, the "seed" that will plant the groundwork for the city's future notable socio-economic development successes, is the creation of digital data.
Many professionals and executives from top companies shared insightful information at the Hai Phong Digital Transformation Forum 2023 that would help shape Hai Phong City's digital transformation and digital data strategy in the upcoming stage.
Furthermore, the forum sought to encourage the dissemination of socio-economic data and information from central ministries and sectors to localities, draw in technology investment, and educate people and companies in the city's major industries—particularly seaports, logistics, tourism, trade, healthcare, and Hai Phong's business community—about technology applications, products, and solutions. The goal of all of these initiatives is to fulfil Hai Phong's enormous development potential so that the city can grow at an unprecedented rate.
The Hai Phong Digital Transformation Forum 2023 will feature side events in addition to the main conference sessions. One such event is the Digital Solution Platform Exhibition, which introduces Hai Phong City's digital transformation achievements under the theme "Technology Achievements and Solutions" through 20 booths featuring digital transformation solutions from major technology companies like Viettel, BKAV, FPT, and Mobifone. The exhibition is expected to draw over 3,000 visitors.
