Therefore, it is unequivocally stated in the Directive that enhancing the calibre of personnel employed overseas not only aids in generating revenue and resources for the nation but also in the development of human capital. A long-lasting, high-quality force is one of three critical breakthroughs in the country's pursuit of its development objectives through 2045.
Mr Nguyen Manh Dong, Deputy Chairman of the State Committee for Overseas Vietnamese at the Ministry of Foreign Affairs, unequivocally reaffirmed the aforementioned objective and underscored the growing urgency of this matter because "a substantial number of workers, trainees, interns, and experts are granted permission to migrate overseas, thereby augmenting the Vietnamese diaspora from 5.3 million individuals in 2021 to 6 million individuals in 2023."
