Establish an essential legal corridor for the development of cooperatives in Vietnam.

These challenges necessitate that the collective economic sector change, promote the benefits of association, and collaborate, thereby increasing scale, expanding, and enhancing efficiency. Production efficiency, increased competitiveness, and sustainable development will be essential in the coming period.

The 15th National Assembly passed the Law on Cooperatives No. 17/ 2023/QH15 on June 20, 2023, at its 5th Session, replacing the Law on Cooperatives No. 23/2012/QH13 to overcome deficiencies and limitations and meet the needs and requirements of development. The new law will take effect on July 1, 2024.

Currently, the Ministry of Planning and Investment is responsible for overseeing the development of three out of four documents governing the implementation of the 2023 Law on Cooperatives, including a Decree outlining several articles and implementation measures. Mutually beneficial.

During the conference, delegates heard introductions to some new aspects of the Cooperative Law 2023, shared international experiences on policies to support and develop cooperatives, and discussed fundamental cooperative-related topics. Ms. Nguyen Thi Tuyet Minh, Director of the Federation of Cooperatives of the Federal Republic of Germany (DGRV) in Vietnam, shared the development experience of the cooperative sector in the Federal Republic of Germany. She stated that German cooperatives have a formation and development history of more than 150 years. In 1889, the German Cooperative Law became the first cooperative law in the world, laying the groundwork for the development of German cooperatives over time.

Over the past two decades, the German government has not had cooperative-specific support policies, but rather policies applicable to other types of businesses in the same industry, such as agriculture, energy, and... The criteria for receiving support under these programs are frequently based on the size of the cooperative's revenue, with smaller cooperatives receiving priority support.

"Germany's Cooperative Laws and regulations about cooperatives respect the principles of self-reliance, self-management, and self-responsibility of the cooperative model," Ms. Minh emphasized. These are the fundamental principles established at the onset of cooperative development.

According to Ms. Jedsadaporn Sathapatyanon, Head of the Department of International Cooperation, Department of Cooperative Development, Ministry of Agriculture of Thailand, Thailand has numerous programs to assist and promote cooperatives nationwide.

Particularly, we concentrate on three major projects. The primary objective is to increase knowledge and capacity through training and technical support activities.
