Term IV of Vietnam Association of Small and Medium Enterprises Keep the fire and light it up

DNHN - The Vietnam Association of Small and Medium Enterprises (VINASME) held its 4th National Congress of Delegates - Term 2023-2028 on March 23, 2023.

More than 400 delegates attended the Congress, representing the will, aspirations, emotions, and resolve of over 6.5 million members from 59 provinces, three branches, and twenty-six units.
Mr Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister; Comrade Nguyen Thi Thu Ha, Party Central Committee, Vice President and Secretary General of the Central Committee of the Vietnam Fatherland Front; Mr Le Hoai Trung, Head of the Central Committee for External Relations; and Comrade Pham Thi Tha participated in the Congress alongside the leaders of the Party, State, and Central Ministries and Branches.
In addition, provincial and municipal leaders, as well as representatives of the Central Organization and Mass Organization, Diplomatic Agencies, and International Organizations, attended the Congress.

The purpose of the 4th National Congress of Delegates for the term 2023-2028 is to help the Vietnam Association of Small and Medium-Sized Enterprises (SMEs) grow, effectively represent its members, and safeguard their legitimate rights and interests.
Congress has two crucial responsibilities: First, it is necessary to conduct a thorough evaluation of the implementation of the Resolution of the 3rd Congress for the 2016-2021 term, including the efforts and accomplishments achieved, as well as the weaknesses and flaws; derive profound lessons; and determine the right direction, goals, targets, tasks, and solutions for the future. In addition, Congress will focus on debating, developing, and finalizing the Political Report of the Executive Committee and other important documents to be submitted to Congress.
Second, the Congress will conduct the election of the Association's Central Executive Committee, the Inspection Committee of the Vietnam Small and Medium Enterprises Association, Course IV, term 2023-2028.

In his opening remarks, Dr Nguyen Van Than - President of VINASME, stated, "At this congress, we must highlight a breakthrough in activities, establish new directions, tasks, and solutions for the Business Association to collaborate with the community." Integrate and develop a strong business community. The 4th National Congress of the Vietnam Small and Medium Enterprises Association must be wise to fulfil the responsibility of each businessman to society, both to enrich himself and for the business and to go hand in hand with the interests of society. "Select, and elect a new Executive Committee with sufficient intellectual heft to assemble and lead the Association to a new stage and height."
Mr Than suggested, under the motto "Cooperation - Innovation - Development and Integration," that the delegates promote democracy in tandem with upholding a sense of responsibility, discipline, active participation, and full responsibility. Sufficient and qualified for all Congress activities. Mr Than is confident that Congress will achieve its objectives and responsibilities.

Mr To Hoai Nam, Standing Vice Chairman and General Secretary of the Vietnam Small and Medium Enterprises Association stated at the congress: "The Vietnam Association of Small and Medium Enterprises will make significant decisions at this congress over the next five years. The Central Executive Committee of the association's fourth term was comprised of 84 comrades, the Standing Committee of 15 comrades, and the inspection board of 3 comrades. Mr Nguyen Van Than was also re-elected as Chairman of the Vietnam Association of Small and Medium Enterprises.
Representatives of the business community and Vietin Bank executives shared: "Vietin Bank is committed to providing the Vietnam Small and Medium Enterprises Association with numerous resources, anticipating the association's continued growth alongside the robust growth of businesses. continue to strengthen its position"

Mr Hoang Viet Duong, Chairman of Nghe An SME Association, made the following statement on behalf of the local association: "There are currently more than 14,000 businesses operating in Nghe An, employing approximately 231,000 people. The number of businesses is now ranked second in the North Central region, indicating a rapid increase in both quantity and quality. In tandem with the transformation of business structure, structure-scale, and operational fields have also shifted. The economy, productivity, and competitiveness are improved.
"As part of its operations, the Nghe An Small and Medium Enterprises Association ensures a high level of connectivity between local governments and businesses. Simultaneously, the small and medium-sized businesses of Nghe An contribute very effectively to the economic development of the province, particularly by contributing to the State budget, making investments, and creating employment opportunities. Dang affirmed.
As an organization, the Association is always involved in management coordination with businesses, but there are still many obstacles; The guild has a similar active characteristic, but it is not considered a specific association. Mr Duong, therefore, suggested to his superiors that "Add the SME Association as a special association and simultaneously consider arranging 02 staffing at the provincial SME Association's office. Concurrently, there should be specific mechanisms and policies for the organization of the SME Association at the central and local levels, thereby enhancing the association's conditions and standing. Lastly, a mechanism should exist to support the construction of facilities for the head office or to rent the office ".
After 17 years of operation and development, in addition to the efforts of the Standing Committee, Standing Committee, and staff of the entire Association, it is necessary to acknowledge the efforts of the Standing Committee. The devotion and timely direction of leaders of the Party, State, Government, Vietnam Fatherland Front, ministries, and central agencies have enabled the Association to complete its assigned tasks, making it worthy of its position as the nation's representative business organization. Deputy Prime Minister Le Minh Khai delivered a directive address at the congress: "The Vietnam Association of SMEs has grown significantly in size, shape, quantity, quality, and operational efficacy as a result of the effective operation of the Executive Board for the 2018-2023 term. The Association has actively participated in the development and implementation of significant business policies, including resolutions of the Central Committee, the Politburo, the National Assembly, and the Government about business. Advise, comment, and participate in the development, improvement, and enhancement of the legal system's quality. Actively reviewing and recommending numerous changes and additions to policies to eliminate obstacles and create favourable conditions for the business community.
"The association has taken steps to promote policy implementation, actively contribute to enhancing the business environment, and promote the trend of businesses pursuing sustainable development. The association has led and promoted the integration process actively. Implement numerous trade and investment promotion programs that are effective. Small and medium-sized business community's problems and requests, particularly those relating to credit capital, can be resolved by a bridge "The Deputy Prime Minister stated.
According to the Deputy Prime Minister, these accomplishments are quite commendable in light of the numerous difficulties and obstacles.
The Deputy Prime Minister proposed that the Vietnam Association of Small and Medium Enterprises continue to promote the good tradition, continue to take specific solutions and actions and continue to assist the Government, ministries, branches, and localities in assisting SMEs to overcome obstacles, thereby accelerating the recovery and development process.

The representative of the Department of Organization and Personnel of the Ministry of Planning and Investment also announced the award decision during the meeting. These are the prestigious awards given by the ministry to individuals and organizations that have contributed to the development of Vietnam's planning and investment industry. Accordingly, it was decided to award the Ministerial Certificate of Merit to one collective and eight individuals, and the "For the Cause of Vietnam's Planning and Investment" Medal to three individuals.


Following the Congress, the meeting's draft resolution was distributed to all delegates. Hoai Nam voted for the passage of the Resolution. Consequently, one hundred per cent of delegates supported the decision to pass the Resolution.
Mr Nguyen Van Than - Chairman of Vinasme term IV (2023-2028) - gave the closing address on behalf of the Presidium: "The success at this congress is crucial for the building of a successful organization for the tasks of the central government of the Vietnam Small and Medium Enterprises Association from now until 2028. Members of the Association's system look forward to Congress with great faith and confidence. There were high hopes for the success of the Congress. The Executive Committee and Central Inspection Committee for the period 2023 to 2028 were wisely elected by Congress. We hope that local associations and members will continue to support the Association's growth.

Within the context of today's congress, the list of comrades elected to the Executive Committee, Inspection Committee, and Standing Board of the Association for the term 2023-2028 was announced. The selected comrades are exemplary in terms of political qualities, ethics, lifestyle, leadership ability, bravery, and intelligence, as well as meeting the Association's standards and structure, prestige and conditions, as well as enthusiasm for the upcoming term.
