New draft on classification and operation management of supermarkets

DNHN - According to the Ministry of Industry and Trade, to eliminate difficulties and impediments for localities in the management and development of many types of commerce infrastructure, the Ministry has drafted a circular outlining the classification and management of many types of commerce infrastructure. The draft is collecting feedback from relevant organizations.

This draft circular specifies the criteria for the classification and operation management of supermarkets, commercial centres, convenience stores, outlet stores (specializing in the sale of authentic goods at low prices, high discounts), and outlet centres (where many manufacturers sell, can integrate more food courts, utility services to attract guests).
Specifically, supermarket requirements: A commercial institution referred to as a supermarket fits the scale and business organization standards of one of three supermarket classes or mini supermarket criteria.
Grade I supermarkets, applicable to general commercial supermarkets with a business area of at least 3,500 m2; trading in multiple lines of business, the list of goods has at least 20,000 names.
Specialized supermarkets have a business space of at least 1,000 square meters that solely sell a 2,000-item or longer list of specialized items.
Grade II supermarkets are suited to general-purpose supermarkets with a business area of 2,000 m2 or more; dealing in multiple business lines, with a product list containing 10,000 or more names.
Specialized supermarket: the business area of at least 500 square meters; exclusive trading in a specialized product line, with a product list of at least 1,000 names...
Grade III supermarkets are typical commercial supermarkets with a floor space of at least 500 square meters and a product list with at least 4,000 names...
Specialized supermarket: at least 250 square meters of retail space; one product line exclusively. A list of 500 or more names of commercial goods...
Mini-market: the business area of at least 80 square meters; product list of at least 500 items...
Criteria for a shopping centre to be referred to as a shopping mall and for classification as a shopping mall if the commercial business establishment has a planning-appropriate business location and a business organization scale and level that meets the fundamental criteria for one of the three shopping mall classes.
Classcentresping centres with a business area of at least 50,000 m2; Class II shopping centres with a business area of at least 30,000 m2; and grade III shopping centres with a business area of at least 10,000 m2...
Convenience shop criteria: location in a densely populated residential area, a business area between 30 and 200 square meters, and the sale of around 3,000 product names. Customers within a radius of fewer than 500 meters are the primary target market; service is available 24 hours per day...
Criteria outlet stores are placed in densely populated residential areas, commercial districts, and close to industries or warehouses of manufacturers, airports, economic zones, non-tariff zones, or outlet centres.
The business area of at least 50 square meters; branded goods, primarily stock goods, obsolete goods, goods with flaws, and goods created specifically for sale at the outlet.
The minimum area for outlet centres located in suburban areas, next to important tourist attractions, and close to the urban cores of major cities, according to the planning, is 7,000 m2...
The names supermarkets, shopping malls, convenience stores, outlet stores, outlet centres, etc. will not be applied to facilities that do not fit the criteria.
This Circular will supersede Decision 1371/2004/QD-BTM regarding the promulgation of supermarket and shopping centre regulations.
Decision 1371 lacks requirements for convenience stores, outlet stores, and outlet centres.
In addition, a commercial business establishment may be referred to as a supermarket and designated as such if its business location is consistent with the commercial network development planning of the province or city.
Possessing the size and qualifications of a firm that satisfies the minimum requirements for one of the three supermarket classifications.
