The Ministry of Labour, War Invalids, and Social Affairs has just released a draught circular outlining guidelines for assisting small and medium-sized businesses with worker vocational training. According to this proposal, the Ministry of Finance will oversee the payment process for related expenses.

Details of the draught state that workers selected to participate in basic vocational training courses or training programmes with a duration of less than three months will be required to commit to working for a minimum period at small and medium-sized businesses. six months consecutively. Other costs incurred during this process will be negotiated between the employer and the employee.

This support programme will concentrate on micro, small, and medium-sized businesses with fewer than 200 employees participating in social insurance each year. In addition, the business must meet at least one of the following criteria: total capital not exceeding 100 billion VND and total revenue not exceeding 300 billion VND for the previous year. Support will be prioritised for businesses in industries such as agriculture, forestry, fishing, industry, construction, commerce, and services.

In addition, the draught includes a policy that prioritises vocational training for workers who qualify for preferential policies, such as those who have rendered meritorious service to the revolution, individuals with disabilities, members of ethnic minorities, and members of poor households and poor households. Almost poor. People from households whose agricultural or commercial land is confiscated, as well as workers at enterprises in rural, mountainous areas, ethnic minority areas, and businesses, are given priority in this support programme. Priority is also given to women-owned businesses.

According to Decision No. 46 issued by the Prime Minister on September 28, 2015, supported industries and occupations will be selected by businesses based on their business lines and compatibility with the list approved by the Provincial People's Committee, depending on each region and locality. However, businesses can propose occupations not on the list to the provincial Department of Labour, War Invalids and Social Affairs for approval.

In addition to the above regulations, the draught also allows businesses to organise their vocational training for employees and is responsible for ensuring compliance with the law on vocational education, and requires approval from the Department of Labour, War Invalids and Social Affairs where their headquarters is located.
