According to Decision No. 186/QD-BTTTT dated 11/02 02/2022, the Ministry of Information and Communications has just issued Decision No. 1230/QD-BTTTT on the framework of criteria and procedures for approval, recognition, publication, and revocation of national digital platform recognition.

The national digital platform according to Decision 186/QD-BT dated February 11, 2022, of the Ministry of Information and Communications is a digital platform with the characteristics in Clause B of this Article, adding several criterion groups on functional requirements, features to meet the professional requirements of agencies, organizations, and enterprises (DN) participating in using the platform; Popularity of users; Core enterprises (enterprises developing and operating the platform's core functions); and Participating agencies, organizations, and enterprises (
Notably, the document specifies criteria for approving digital platforms to participate in the Digital Transformation Programme for Small and Medium Enterprises (SMEs), including six groups of criteria on the following topics: technology of digital platforms; network safety and security; request features and functions; user level; Enterprise platform and resources; service model ensures benefits for people, businesses, and the operation of state management agencies.
For each of these criteria, there are descriptions, explanations, notes for each content, and requirements to ensure that a summary and report on successful and unsuccessful performance are required during implementation.
For the process of evaluating, recognizing, announcing, and withdrawing recognition of national digital platforms by the foregoing content, the written request must adhere to a 5-step procedure: Developing and issuing National Digital Platform family criteria; The evaluative body meets criteria and issues certificates; Coordinating the release of the national digital platform; Periodic evaluation; Recall the decision.
Specifically, during the Developing and Disseminating National Digital Platform Criteria step, governing bodies must concretize platform-specific criteria to ensure compliance. At the same time, other regulations may be considered, but their minimum thresholds cannot be lower than those established by this regulation.
In addition, the governing body adds requirements for the national platform in that field's specialized features and operations. In addition, the document stipulates that the governing body must consult with the Ministry of Information and Communications and other relevant ministries, branches, and agencies before issuing the set of criteria.
For the organization of the assessment to meet the criteria and issue the certificate, the governing body must preside over the organization that evaluates the registered platform's response. This can be accomplished by establishing a Council or Group of Experts or employing a competent assessment unit.
When the digital platform satisfies all established criteria, the governing body shall issue a Certificate of Recognition of the National Digital Platform, with a one-year recognition period beginning on the date the Certificate becomes effective. In addition, the governing body must submit a request to the Ministry of Information and Communications to coordinate the publication of the national digital platform. The National Digital Platform Recognition Certificate will be reissued if it is lost or damaged.
To ensure the successful implementation of this content, the Ministry of Information and Communications will coordinate with the governing body to organize the publication of the national digital platform and publish information about the platform on the National Digital Platform Portal and in the mass media.
For the periodic evaluation step, the governing body will annually review and revise the evaluation criteria and reevaluate the national digital platforms that have been published.
The final step in the process of revoking a decision is for the governing body (the decision-making body announcing the digital platform) to issue a decision to revoke the previously announced decision if the published national digital platform no longer meets the national digital platform criteria.
In the last six months of 2023, the Ministry of Information and Communications is expected to deploy solutions for the development of national digital platforms. Approximately fifty national digital platforms have been launched to support the national digital transformation across the three pillars of Digital Government, Digital Economy, and Digital Society.
