VINASME President: Member of the Advisory Council contributes to the overall outcomes of institutional change

DNHN - "At the Training Conference Program: Skills to analyze, critique, consult on mechanisms, policies, administrative procedures, and use the consulting portal and look up business regulations," said Dr Nguyen Van Than, President of the Vietnam Association of SMEs and Vice Chairman of the Prime Minister's Advisory Council for Administrative Procedure Reform, who praised the members of the Council for promoting the Prime Minister's roles, functions, and duties.

On the morning of September 22, in Ninh Binh, a training conference was held to improve the quality of analysis, criticism, and consultation on mechanisms, policies, and administrative procedures for the Council's staff: Skills in analyzing, criticizing, giving opinions on mechanisms, policies, administrative procedures, and using the consulting portal and looking up business regulations.
Attending the program, there was Mr Ngo Hai Phan - Director of the Administrative Procedures Control Department, Government Office - Standing Vice Chairman cum General Secretary of the Prime Minister's Advisory Council for Administrative Procedure Reform; Mr Nguyen Van Than, Chairman of Vietnam Association of Small and Medium Enterprises - Vice Chairman of the Advisory Council for Administrative Procedure Reform of the Prime Minister; Mr Daniel Fitzpatrick, USAID LinkSME Project Manager.

Dr Nguyen Van Than evaluated the Conference as a very significant event, an annual activity of the Advisory Council to increase the level of analysis, criticism, and involvement in processes, policies, and administrative procedures for the Council's employees.
"This training session is being held in a different context than the previous two training sessions, that is, when our country is recovering strongly from the pandemic and there is a great need for rapid institutional changes, policies to create conditions to attract investment both domestically and internationally (especially when world politics are still evolving in a very complicated and unpredictable manner)," Mr Than explained.
According to Mr Than, the Prime Minister particularly valued the Advisory Council's assistance three weeks ago in counselling the Government's leaders on modifying choices and releasing new mechanisms, administrative rules, and procedures to support the country's socioeconomic growth. It is very important to acknowledge and value the role and efforts of the Administrative Procedures Control Department and the Council's Secretariat because these are the two entities that guide and coordinate the work for the Council in general and each specialized committee in particular.
In addition to such efforts, Mr Than praised the Council's member organizations and people for promoting their responsibilities, duties, and tasks to contribute to the overall results of institutional work and policy change. These are the Vietnam Association of SMEs, the Association of Seafood Exporters and Producers, the European Chamber of Commerce and Industry in Vietnam, the Vietnam Lawyers Association, the VCCI, and the Association of Seafood Exporters and Producers.
However, to better promote the Council's and its members' activities, Mr Nguyen Van Than raised the following issues related to today's training session on behalf of the Leaders of the Vietnam Association of SMEs and the Prime Minister's Advisory Council for Administrative Procedure Reform:
To begin, in the past, cooperation between Council members and Boards of Directors was relatively restricted. If you know how to integrate the synergy of organizations and individuals, the Council's performance will undoubtedly improve. To do this, the roles and duties of the agencies' focus points are critical. Comrades must not only receive information, and knowledge, and implement work in their units, but they must also connect organizations (at least at the technical level, while a leader's only macro-level connection is key). Only then will the Council's work in general, as well as the efforts of individual comrades, improve the present impacts.
Second, the comrades engaging in this training must be accountable for relaying the Council's contents and messages to other units and persons in their organization for dissemination and implementation. If this is only a personal project, I believe it will be too much for everyone. As a result, communication and knowledge and information exchange are crucial tasks for the focus points engaged in the training.
Third, the Council and Secretariat's creativity in broadening the target audience for this training is greatly appreciated. As can be observed, the scale of the Council was fairly tight in the past, therefore the degree of dispersion was not high. As a result, this time the Council broadens the training focus to personnel in charge of legal matters, as well as representatives of local business groups and firms, to provide more comprehensive legal policy consultation. This is a fantastic chance for organisations and corporations to participate in government initiatives. As a result, associations and corporations must grasp this chance to strengthen their units.
"Although the training program is only one of several duties that the Council will be performing in 2022, we must complete them all successfully to properly fulfil the advisory role. with the Government's leaders "Mr Than revealed.
Mr Than hoped, on behalf of the Board of Directors, that the participants in the training session would obtain a lot of helpful knowledge and build a lot of cohesiveness to execute well the activities and tasks of the organization's position.
