The Government promulgates the action plan for the development of Ho Chi Minh City

DNHN - With a vision to 2045, Ho Chi Minh City will develop on par with the world's major cities, becoming the economic, financial, and service hub of Asia; it will be an alluring global destination.

On 2 June, the Government issued Resolution No. 87/NQ-CP Action Programme of the Government to Implement Resolution No. 31-NQ/TW of the Politburo on Orientations and Tasks for the Development of Ho Chi Minh City to 2030, Vision to 2045.
Consequently, the formulation and dissemination of the Action Plan aim to unify and direct all levels and sectors to fully comprehend, implement, and concretize the Resolution, thereby bringing about a discernible shift in awareness, action, and action. Responsibility of cadres, civil servants, public employees at all levels, branches, and people of Ho Chi Minh City regarding its position and role as a major center of economy, culture, education-training, science-technology, having an important political position in the country, having the ability to spread and promote the development of the Southeast region and the Southern key economic region; soon to become the center of economy, finance, services, culture, education-training, and science-technology.

By 2030, Ho Chi Minh City will be a civilized, modern, affectionate, dynamic, and creative city with high-quality human resources; a modern service-industrial city, a leader in the digital economy and digital society; economic and financial center; trade, culture, education, science, and technology of the entire country; and has a prominent position in Southeast Asia. The average annual growth rate is 8-8.5%; the GRDP per capita is approximately $14,500; and the digital economy contributes 40% to the GRDP.
With a vision to 2045, Ho Chi Minh City will become the economic, financial, and service center of Asia; is an attractive global destination; The economy and culture are developed with unique characteristics, and the people enjoy a high quality of life. The city is the center of the Ho Chi Minh City Region and the Southeast region, as well as the growth pole for the entire nation, attracting financial institutions and international economic groups.
To achieve the aforementioned goals and objectives, the People's Committee of Ho Chi Minh City will, shortly, in addition to its regular duties, require ministries, branches, and government-affiliated agencies to concretize and organize the implementation of tasks and solutions.
One of the tasks and solutions for implementing the Resolution is to prioritize rapid and sustainable economic development by innovating the growth model, reorganizing the economy, and enhancing productivity, quality, efficiency, and effectiveness. International competitiveness through effective mobilization and utilization of all resources.
In particular, the overall economic restructuring associated with innovating the growth model based on the knowledge economy, application of science and technology, innovation, and high labor productivity; the planning and model transformation of hi-tech parks, industrial parks, and export processing zones towards the development of high technology, creativity, digital economy, green economy, and circular economy; and the selection of products and stages with high added value to join regional and global value chains.
In addition, restructuring and improving the efficiency of agricultural production in the direction of promoting the potential and advantages of the city, developing urban and ecological agriculture; building rural areas for comprehensive and sustainable development in conjunction with urbanization; and developing Thu Duc city to become a new growth pole, an innovative, highly interactive city, the core of Ho Chi Minh City's socio-economic promotion.
The resolution clearly states: to focus on building the city to become a major service hub for the entire country and region with high-quality and modern service industries; to establish an international exhibition center; and to have the appropriate mechanisms, policies, and technical infrastructure to construct the Ho Chi Minh City International Finance Centre as quickly as possible.
The city supports the synchronous development of markets; promoting the knowledge economy; developing the digital economy in sync with national digital platforms, creating a driving force for innovation in growth models, and promoting the development of the digital economy in service industries such as finance, banking, securities, real estate, e-commerce, tourism, culture, sports, education, and high-quality healthcare; and developing industry in depth, with a focus on industries with high added value.
The city attracts foreign investment selectively in the direction of prioritizing projects with high technology, modern governance, and spillover effects that are closely linked to the domestic economy; developing supporting industries to connect Vietnamese enterprises with FDI enterprises; promoting the role of driving force and leading of public investment, combining with freeing capital from the private sector, foreign investment, donors, and international financial institutions; and promoting the role of driving force and leading of public investment, combining with freeing capital from the private sector, foreign investment, donors,
The resolution mandates the organization and reorganization of the system of scientific and technological research institutions; the construction and development of innovation centers at the national level; and the vigorous promotion of research, development, and technology transfer activities, particularly in the area of core technologies, with the Software Park at the center. Quang Trung, High-Tech Park, Ho Chi Minh City National University, research institutes, and universities with close ties to training and science and technology; investment in human resource development, particularly the development of high-quality human resources to meet the demand of the labor market, while achieving international standards in priority fields.
Enhance the quality of planning with a long-term perspective
Other tasks and solutions of the Resolution include enhancing the quality of planning, management, and implementation; promoting sustainable urban development and climate change adaptation; and promoting the construction of synchronous and modern infrastructure.
Specifically, enhancing the quality of urban planning through innovative thinking and a long-term perspective to promote the city's potential, and advantages, create space for and inspire its sustainable, stable, and long-term development. accelerating Ho Chi Minh City's planning for the period 2021-2030, with a vision to 2050; adjusting the city's construction master plan to 2040, with a vision to 2060.

In addition, synchronously implement the following plannings: planning for the development of underground space, green space, river space, and cultural space, particularly in the city center area, new urban areas, etc., around Metro stations according to the model of urban development associated with public transport (TOD); urban development of Ho Chi Minh City in the direction of multi-center, regional connection, green urban, smart city, and harmonious development between rural and urban areas.
The city entices all economic sectors to participate in the development of social housing, housing for workers, houses along canals, and old apartments; continues to implement the road map to relocate industrial establishments, universities, and hospitals out of the inner city; and prioritizes the construction of public works and social welfare with the land fund after relocation.
The city invests in improving the water supply, drainage, flood control, and waste treatment systems; strictly manages the exploitation and use of underground water; and reinforces the system of coastal dykes, tidal sluices, and riverside irrigation works for flood control, resolving the inundation situation and responding effectively to climate change and sea level rise.
Particularly, invest in developing and modernizing the city's socio-economic infrastructure system to ensure that it is comprehensive, synchronized, and up-to-date; complete the construction of national highways and a system of regional and inter-regional connecting roads by the plan; Accelerate investment in national key projects, particularly Ring Roads 3 and 4, Highways and Railways from Ho Chi Minh City to Can Tho, and upgrade Tan Son International Airport. Implement a groundbreaking policy pilot
In the new phase, the resolution stipulates that the government promulgates outstanding policies and laws, promotes decentralization and decentralization, encourages dynamism and creativity for the common good of city officials, and satisfies the requirements for city development.
Particularly, implementing decentralization and decentralization of powers to the People's Council and the City People's Committee to strengthen the autonomy and self-responsibility in State management in several areas: investment; finance-budget; urban management, natural resources, and environment; cultural management and social order; organization, apparatus and cadres, public servants and employees.
According to the Resolution, the Government promulgated and piloted a breakthrough policy for Ho Chi Minh City to actively mobilize financial resources for development investment; keep the city's budget adjustment rate at the current level until the end of 2025, and continue to keep it at no lower level in subsequent years, creating conditions for the city to have additional resources for key tasks and make strategic breakthroughs; and invest in developing key infrastructural facilities.
In addition, building a breakthrough mechanism to attract investment resources for development and promoting socialization in the following fields: health, education and training, culture, sports, and tourism; improving the efficiency of various types of investment linkages in these fields; pilot application of investor selection using the public-private partnership method to implement investment projects in the fields of culture, sports, and science and technology.
At the same time, conduct a preliminary review of the implementation of the urban government model, continue to streamline and modernize the organization and apparatus of the city government, and allow the City People's Council to assign several tasks, by the law, to the People's Committee of Thu Duc City, the Chairman of the City People's Committee. Thu Duc within the boundaries of Thu Duc city; determine the organization of the apparatus under Thu Duc city, job positions, and the structure of the number of cadres, civil servants, and part-time workers inwards, communes, and townships based on economic activities, population size, and geographical characteristics.
