The Government implements the Action Program to implement Directive 15 of the Secretariat on economic diplomacy

DNHN - Prime Minister Pham Minh Chinh presided over a conference on the evening of March 9 to implement the Government's action plan to implement Directive 15 of the Secretariat on economic diplomacy and economic diplomacy.

The conference was held immediately after the Government issued the Action Plan for the period 2022-2026 to implement Directive No. 15-CT/TW of the Secretariat on economic diplomacy, dated August 10, 2022. by 2030, the country will be developed.
The conference is connected online to the bridge points of the provincial and centrally-run city People's Committees and the overseas Vietnamese representative agencies.
Deputy Prime Minister Tran Luu Quang, Minister of Foreign Affairs Bui Thanh Son, Minister of Industry and Trade Nguyen Hong Dien, Minister of Agriculture and Rural Development Le. Minh Hoan, Minister of Science and Technology Huynh Thanh Dat, and Chairman of the Committee for State Capital Management at Enterprises Nguyen Hoang Anh attended the conference on the bridge at the Government headquarters.
Attending the conference at the Government headquarters and bridge points were leaders of ministries, branches, central agencies, leaders of provinces and cities, 94 comrades ambassadors, heads of representative agencies, commercial counselors from abroad, and representatives of business associations.
Before this, the Government issued Resolution No. 21/NQ-CP dated February 20, 2023 p, promulgating the Government's Action Plan for the period 2022-2026 to implement Secretariat Directive No. 15-CT/TW dated August 10, 2022.
In an era of accelerating industrialization and modernization, the strengthening of economic diplomacy is a top priority for our Party and government. "Continuing to promote the pioneering role of foreign affairs in creating and maintaining a peaceful and stable environment, mobilizing external resources to develop the country and improve the quality of life." "Building economic diplomacy for development, with people, localities, and businesses as the service center."
Directive No. 15-CT/TW of the Secretariat is an important document of the Party aimed at improving the quality and efficacy of economic diplomacy in the new development phase of the country. It defines: "Economic diplomacy is a fundamental and central task of Vietnam's diplomacy, an important driving force for rapid and sustainable development of the country..." and outlines orientations and tasks.
Implementing Directive No. 15 of the Secretariat, based on closely adhering to the Party's guidelines, lines, and viewpoints and guiding ideology on foreign affairs, the Government's Action Plan has determined the motto "think creatively, act decisively, respond flexibly and effectively, exploit and take advantage of all opportunities for national development" with seven focus groups of tasks: Increasing awareness and responsibility for foreign affairs economic transactions
Contributing to the promotion of three growth drivers.

Prime Minister Pham Minh Chinh stated in his opening remarks that this conference was held nearly two months after the conference on implementing the work of the diplomatic sector because the situation has changed. As directed by General Secretary Nguyen Phu Trong, the Government promptly issued the Action Program based on Directive 15 of the Secretariat and the situation in the country and the world, implementing Directive 15 in the spirit of "money, support, most of the time, cheering and responding, from above and below in unison, across and across."
The Prime Minister determined that, in the past, the Foreign Affairs branch and other ministries, branches, and localities expeditiously carried out foreign affairs responsibilities in general and foreign affairs tasks. Economic exchange in particular contributes to the country's rapid recovery and sustainable development, yielding quite comprehensive outcomes in all fields.
The Prime Minister reaffirmed that Vietnam adheres to a foreign policy of independence, self-reliance, diversification, and multilateralization of foreign relations; to be a good friend, reliable partner, active and responsible member of the international community; and to promote peace, stability, cooperation, and development. Vietnam is determined to build an independent and self-reliant economy associated with active, proactive, and active international integration that is extensive, comprehensive, substantive, and effective; take internal force (with three main components: people, nature, and historical-cultural tradition) as fundamental, strategic, decisive, and long-term, and external force as a significant, breakthrough. Vietnam continues to build and perfect a market economy, socialist orientation, socialist rule of law state, and socialist democracy, with a cross-cutting perspective that places people at the center, as the subject, and as the objective., is a driving force, a development resource, without sacrificing progress and justice for economic growth alone.
The Prime Minister emphasized the significance of the conference for understanding and implementing the Directive of the Secretariat and the Government's economic diplomacy action plan. This is a broad field with many socioeconomic facets; however, the conference time is limited.
Therefore, the Prime Minister suggested that conference participants promote their wisdom, discuss, evaluate closely, and recommend specific and practical solutions and tasks for implementing foreign affairs effectively and drastically. economic transactions throughout 2023 and the subsequent years. The Prime Minister requested that the delegates conduct an in-depth analysis of the situation, identify opportunities and challenges, particularly opportunities that Vietnam must seize, propose measures, share experiences, and devise means to... concretize and efficiently implement the Government's action plan.

The Prime Minister emphasized the significance of diplomats, ambassadors, heads of representative missions, and commercial counselors in implementing the Party's foreign policy, which includes business diplomacy. Vietnam is a developing country, an economy in transition, with a modest economic scale, a high degree of openness, and resiliency in the context of the world's continued rapid, complex, and unpredictable evolution. With limited tolerance and competitiveness, a minor external impact can have a significant internal effect.
The Prime Minister suggested that it is necessary to continue promoting the identity of "bamboo diplomacy" under the direction of General Secretary Nguyen Phu Trong, closely following and thoroughly grasping the guidelines, lines, policies, and laws of the Party and State, maintaining courage and principles while being proactive, flexible, and adaptable. Minister of Foreign Affairs Bui Thanh Son stated when presenting the report on the focus of economic diplomacy in 2023, that economic diplomacy in 2022 closely followed the operational focus and opinions of the government. Under the direction of the Prime Minister, the emphasis should be swiftly shifted from diplomacy for the prevention and control of epidemics to socio-economic recovery and development.
Promoting the achieved results, Minister Bui Thanh Son outlined 6 priorities for economic diplomacy in 2023, including Continuing to promote the implementation and concretization of the Government's action plan; identifying economic cooperation as the focus of senior leadership's activities; stepping up support for export, investment, tourism, labor, science, and technology... with the spirit of taking people, localities, and businesses as the service center; and continuing to act as a bridge between the Vietnamese government and the international community.
At the conference, ministers, leaders of ministries, ambassadors, heads of Vietnamese missions abroad, as well as leaders of localities and businesses, discussed at length and contributed numerous ideas and solutions for implementing the Government's action plan for economic diplomacy in 2023.
