Compared to previous Congresses, the 10th Congress of the Bac Ninh Provincial Farmers' Union includes several noteworthy new points. Consequently, the Congress was held in the context of complex global, regional, and national developments. Predictions indicate that the global situation will continue to evolve unpredictably, with strategic competition, local conflicts, and trade disputes exerting a significant influence on the global production and distribution chain. The risk of economic recession and threats to finance, currency, public debt, energy security, food, and information are on the rise.

Domestically, the economy presents a variety of opportunities, benefits, difficulties, and obstacles. Inflationary pressure is rising; the prices of numerous input factors and production and business expenses continue to rise. Large, traditional import and export markets may be constrained; numerous long-standing and newly arising issues must be addressed... In the meantime, epidemics, climate change, natural disasters, droughts, storms, and floods continue to develop atypically and have increasingly severe consequences.
Second, the preparation of the Congress's personnel follows a new, democratic procedure outlined in Instruction No. 515-HD/HNDTW dated September 21, 2022, by the Standing Committee of the Central Committee of the Vietnam Farmers' Union regarding the personnel work of the Farmers' Union Congress at the provincial, district, and grassroots levels for the term 2023-2028.
According to the Project, the number of Executive Committee members increases from one member from a good production and business household for the 2018-2023 term to three members for the 2023-2028 term.
Numerous innovations focused on building the Association's organization, ensuring the legal and legitimate rights and interests of officials, members, and farmers, reflect the direction of innovation.
A "Meeting and Exchange Conference between the Leaders of Bac Ninh Province and the Officials, Members, Farmers, and Delegates Attending the 10th Congress" was also organized within the context of the 10th Congress. The purpose of the event is to quickly identify and eliminate difficulties and obstacles, assist officials, members, and farmers in implementing the province's guidelines and policies in the field of agriculture and rural areas, assist members and farmers in increasing production, enhancing economic efficiency, enhancing their quality of life, and effectively contributing to the goal of "developing ecological agriculture, modern rural areas, and civilized farmers."
With great determination to successfully organize the 10th Provincial People's Congress of Bac Ninh, 2023-2028. The Standing Committee of the Provincial Farmers' Union will minimize errors by preventing their occurrence whenever possible. committing errors in the election and in the process of running the Congress; implementing the slogan "Solidarity - Democracy - Creativity - Cooperation - Development"; constructing a strong Association organization; contributing to the development of new rural areas; and transforming Bac Ninh province into a centrally administered city.
