Thanh Hoa province's goal by 2025 is to be among the top 10 provinces and cities in the country in terms of digital transformation, with the digital economy accounting for 20% or more of the province's GRDP and digital transformation enterprises accounting for 50% or more of the total number of tax-paying enterprises; By 2030, the entire province will have at least 150 digital technology enterprises, of which at least 15 will own technology, provide software products and services, and employ at least 50 people. Digital rights, the digital economy, the digital society, and network safety and security have been implemented in the province and other areas of the country.

The development of a digital technology business also necessitates a significant amount of capital, human qualifications, and inventiveness on the part of businesses to adapt to new technology trends. Statistics indicate that there are currently 92 companies in Thanh Hoa province producing software and distributing information technology products and services. To concentrate investments on the development of the infrastructure for telecommunications and information technology; Assist digital technology businesses in announcing their information technology products and services and gaining market access. Simultaneously, Thanh Hoa province is implementing a project to develop a centralised information technology park, develop several key information technology products, promote investment promotion activities, and attract large corporations. This action contributes to the promotion of the development of digital technology businesses, the creation of a driving force to accelerate the process of digital transformation, and the development of digital government, digital economy, and digital society, thereby establishing Thanh Hoa as one of the North Central region's and the nation's digital transformation centres.
