DNHN - The Dong Hoi-Quang Ninh Tax Department has put in place many ways to tighten tax management in the real estate field to stop tax fraud in business activities.

Mr Hoang Van Giap, who is in charge of the tax department in Dong Hoi-Quang Ninh, said that the real estate market has grown a lot in recent years, which has led to a rise in real estate transactions and transfers. Prices that are written on contracts are often many times lower than the actual prices of transactions. This causes the state budget to lose money. On April 21, 2022, the Chairman of the Provincial People's Committee issued Directive No. 08/CT-UBND on strengthening management and fighting tax loss in business and real estate transfer in the province. This was done to make sure that real estate trading and transfers were handled strictly.
As soon as the directive came out, the Dong Hoi-Quang Ninh Tax Department quickly put out a lot of documents on how to coordinate how real estate transfer documents are handled and how to spread the word to stop transfer loss. Real estate is sent to notary offices, branches of land registration offices, and the People's Committees of communes, wards, and townships in Quang Ninh district and Dong Hoi.
The Sub-department tries to get people to understand that putting a lower real estate transfer price on the sale and purchase contract than what was paid is against the law and could lead to serious legal problems. For example, it could lead to complaints, lawsuits, denunciations, compensation, and other legal situations.
Tax evasion is figuring out and lying about the value of a property to lower the amount of tax that needs to be paid. This will be dealt with according to the tax administration law and may be dealt with according to criminal law.
Along with propaganda, the branch is always focused on professional processes, especially the process of checking tax declaration documents at the tax office. The public reception always makes sure there is publicity, transparency, and information for as many people as possible who are coming at the same time. This saves time and helps taxpayers trust, agree, and feel at ease.
In cases where the tax authority has asked for an explanation but it hasn't been given, the branch must follow the "pre-check, post-inspection" policy to make sure the case is moving forward, not return the case, or not return the case and give the case to the right agency for further investigation and handling.

"The Provincial People's Committee needs to put out a land price list that is close to the market price so that the tax sector can use it as a guide. This will help make the fight against revenue loss in business and real estate transfers more effective. If the price of the land is close to the market price, it will stop people from avoiding taxes by writing a lower price on the notarized contract than the actual price of the transaction. Hoang Van Giap, Director of the Dong Hoi-Quang Ninh Tax Department, said that the government needs to step in and deal with a few cases of falsely declaring prices on purpose to discourage people and make them more aware.
