SBV: Target 65-70% of people aged 15 and over have a bank account

DNHN - The State Bank's 2022 digital transformation plan sets a target of 65-70% of people aged 15 years and older with transaction accounts at banks or other authorized organizations.
The 2022 digital transformation plan of the State Bank of Vietnam (SBV) mentioned in the recently issued Decision 1097 includes the following contents: Developing digital government will provide 100% online public services levels 3, 4 of the SBV to meet the requirements of the National Public Service Portal; The rate of online public services at level 3, 4, and file generation reached 80%; The rate of administrative procedures files processed online reaches 100%; The rate of digitization of documents and results of administrative procedures reaches 100% (for administrative procedures received at the SBV's One-Stop Shop); The rate of SBV's periodical reports made online is 50%; The percentage of SBV units providing full open data by category reached 50%.
Development of the digital economy and digital society: the percentage of people aged 15 and over who have transaction accounts at banks or other authorized organizations reaches 65-70%.

To achieve the goal, the Plan offers 8 solutions:
First, on improving the position: Develop and submit to the Government for promulgation a Decree on a mechanism for controlled testing of financial technology activities in the banking sector; Review and update the e-Government Architecture version 2.0 of the SBV by the Vietnam E-Government Architecture Framework version 2.0 issued in Decision No. 2323/QD-BTTT dated December 31, 2019, of Minister of Information and Communications;
Second, on the development of digital government: Promote high-level use of online public services, focusing on reviewing and advising competent authorities to issue policies to reduce time, fees and charges when carry out administrative procedures in the electronic environment; organize the connection and integration to provide 100% online public services at level 3.4 to meet the requirements on the National Public Service Portal; Connecting the Electronic Portal, the Online Public Service Portal and the Electronic Single Window with the Index Evaluation System serving people and businesses of the National DVC Portal, Monitoring and Measurement System the level of provision and use of digital government services to assess, measure, and publish online, the level and quality of information provision and online public services; Applying population data, identification and electronic authentication to provide online public services; To digitize records and results of administrative procedures in receiving and handling administrative procedures at the One Window Department of the State Bank; The SBV's reporting information system ensures connection and integration with the Government's reporting information system; Promote the application of government-specific digital signatures in electronic documents, online public services, authenticate electronic copies from originals, carry out administrative procedures, direct and handle the above tasks. network environment; Pilot deployment of virtual assistants to support officials, civil servants and public employees to improve efficiency and productivity;
Third, regarding digital payment: Promoting digital payment: assume the prime responsibility for, and coordinate with the Ministry of Information and Communications, the Ministry of Education and Training, the Ministry of Health and other ministries, branches and localities in promoting the implementation of digital payment, non-cash payment. Speeding up the process of popularizing digital payments and non-cash payments in a more convenient, easier and safer way, creating a foundation for the development of online transactions and the digital economy;
Fourth, on the development and use of digital platforms: Develop and issue a plan for the banking sector to promote the use of national digital platforms for digital transformation, digital government development, digital economy and digital society according to Decision No. 186/QD-BTTTT dated February 11, 2022, of the Minister of Information and Communications; Develop and issue a Plan to use or migrate to the cloud computing platform; Implement the IPv6 transition…;
Fifth, digital data development: Review and publish a list of open data, and shared data in the form of default data sharing; register for a data-sharing service with the Ministry of Information and Communications; Publicly publish a list of shared databases to systematize data resources, strengthen governance, improve data quality, and promote data sharing. Publicly publish the list of data sharing services; appoint staff as the focal point in charge of data connection and sharing; publicize the phone number, email address, name and position, and function of the focal point in charge; Connect and share data between the SBV and other state agencies through the National Data Sharing and Integration Platform; ensure that the connection and sharing of data is done smoothly, avoiding overlapping and wasteful investments, and strictly complying with the provisions of Decree No. 47/2020/ND-CP; Continue to improve the SBV's General Data Processing and Analysis Platform…';
Sixth, in terms of network information security and network security: The organization fully deploys 4 solutions to ensure network information security; Organize the classification, identification and approval of the proposed level of information system security and the plan to ensure information system security by level by the provisions of law and national standards for information system security by level; fully implement the plan to ensure information system safety by the level of information systems in operation; Coordinating with the Ministry of Public Security, the Government Office, the Ministry of Information and Communications to prepare infrastructure and conditions to meet the requirements of information safety and network security to connect national databases, specialized databases, information systems serving the settlement of administrative procedures with the national population database...;
Seventh, about digital human resources, digital skills, digital citizenship and digital culture: Develop, issue and organize the implementation of the annual training and retraining plan for officials, civil servants and public employees under the management, which includes content on digital transformation, digital government development, digital economy and digital society to perform assigned tasks under the guidance in Decision No. 146/QD-TTg dated January 28, 2022, of the Prime Minister and guidance in Document No. 489/BTTTT-THH dated February 17, 2022, of the Ministry of Information and Communications.
Eighth, about digital enterprises: Developing and promulgating the Program to determine the index to assess the level of business argument and support businesses in the digital transformation of the banking sector to implement Decision No. 1970/QD- BTTTT dated December 13, 2021, of the Minister of Information and Communications approving the Scheme to determine the Index to assess the level of enterprise digital transformation and support to promote digital transformation enterprises...;
