DNHN - Positive feedback continues to pour in from businesses and domestic and international organizations regarding the National Single Window's implementation; it provides state agencies, businesses, organizations, and individuals with tangible benefits.
As of October 31, 2023, nearly 66,300 organizations and 250 administrative procedures from thirteen ministries and branches have been integrated into the National Single Window.
The General Department of Customs continues to advocate and coordinate on behalf of the National Steering Committee on National Single Window, ASEAN Single Window, and Trade Facilitation (Committee 1899), of which it is the Standing Agency. Facilitate ASEAN trade while coordinating closely with ministries and branches to implement the National Single Window and the ASEAN Single Window.
Furthermore, this division persists in formulating a comprehensive strategy for constructing and advancing an information technology infrastructure that will facilitate the execution of the National Single Window and ASEAN Single Window through the utilization of centralized processing. an action plan for the period 2023-2026 to implement the National Single Window, promote the logistics industry, and facilitate trade. At present, electronic form D certificate of origin information is connected and exchanged via the ASEAN Single Window Mechanism with all nine ASEAN member states.
Coordinate concurrently with the ASEAN Secretariat and ASEAN member states to exchange ASEAN customs declarations as intended. In 2023, establish the necessary prerequisites for the connection and exchange of plant quarantine certificates. Deliberate on the development of roadmaps and solutions to facilitate the exchange of electronic documents between ASEAN and its partners, including Japan, China, and Korea.
Concerning establishing relationships with non-ASEAN partners, phase 1 of the trial exchange of export customs declarations with the Eurasian Economic Union has been finalized. Phase 2 coordination is currently underway.
Cooperate with the New Zealand Embassy in Vietnam and the Ministry of Agriculture and Rural Development to implement a pilot exchange of electronic quarantine certificates with New Zealand.
The General Department of Customs has implemented a comprehensive range of online public services at levels 3 and 4. These services cover 84.7% of the administrative procedures conducted by the customs sector and are intended to improve the experience of individuals and businesses. Notably, 194 level 4 online public services are available, which pertain to fundamental administrative processes associated with the customs clearance of imported and exported goods. Additionally, the integration of 72 online public services about customs into the National Public Service Portal has been finalized by Customs.
