DNHN - To rapidly increase the number of pensioners installing and using VssID, Ho Chi Minh City Social Insurance will coordinate with the City Post Office to establish VssID for pensioners beginning with the September 2023 pension payment period.
Consequently, monthly pension and social insurance benefit recipients receiving their pension period in September 2023 at 258 payment points under the City Post Office will be advised and assisted in declaring their information on the application installation registration form. application (form TK1-TS) and installation and usage instructions for the application. To facilitate the installation of the VssID application, pensioners and social insurance beneficiaries prepare a two-sided copy of the citizen's identity card and present it to Postal personnel at payment points. The post office will combine the copies of the Declaration and CD and send them to the social insurance agency for installation.

Installing and utilizing the VssID application will assist retirees in promptly updating new information on their social insurance and health insurance policies; executing procedures to change the form of payment or beneficiary information; and completing other administrative tasks. It is known that deploying, installing, and utilizing the VssID application in Ho Chi Minh City is by the Vietnam Social Security Directive and Official Letter No. 1388/UBND-VX dated 5 May 2021 from the City People's Committee. The City Social Insurance has installed the VssID application for social, health, and unemployment insurance participants. However, the participation rate for pensioners and those receiving monthly social insurance benefits remains low at 33%, which corresponds to more than 150,000 people who have not installed the VssID application.
As of August 28, 2023, 4,410,635 residents of the city have installed the VssID application, including 66,409 retirees. The current number of city residents receiving monthly pensions and social insurance benefits. In Ho Chi Minh City, there were 251,615 people, of which 178,511 received ATM cards and 73,104 received cash at payment points.
