Importing and exporting cultural objects that harm great individuals and national heroes is severely prohibited

DNHN - When people or organizations export or import cultural goods, they have to make sure they follow the laws about keeping state secrets secret, the laws about intellectual property, and any other laws that apply.
The export and import of cultural items for non-commercial reasons (import and export of cultural products) are activities brought from Vietnam to other nations and brought from abroad into Vietnam, according to Decree 1537/VBHN-BVHTTDL. Across border crossings, the internet, or other forms of cultural items for personal use, gift, donation, inheritance, exhibition, competition, exchange, cooperation, seminars, festivals, help, diffusion, professional work, research, or other non-profit profit objectives.
Sound and video recordings; films; and other audio-visual technological goods recorded on digital materials or media in the form of text, sounds, or pictures are examples of cultural products (not including sound recordings, video recordings containing alternative content, or illustrations for books). Visual works, applied arts, paintings, photography; intangible cultural heritage and items connected to intangible cultural heritage (as defined in the Law on Publishing);

Specifically, Decree 1537/VBHN-BVHTTDL forbids the import and export of the following cultural products: content hostile to the State of the Socialist Republic of Vietnam, weakening people's unity; Inspiring violence, inciting wars of aggression, inciting hate among nations and peoples; inciting lewdness, depravity, and criminality; It contains information classified as a state secret; false information, distorts history, and denies revolutionary successes; insults great individuals and national heroes; defamation intended to undermine the organization's image, as well as the honour and dignity of citizens; In Vietnam, it is against the law to store, pass around, or use other kinds of cultural artefacts.
Central ministries and branches may import cultural goods as needed to support professional activity or research. Import processes must adhere to the rules of this Decree's Clause 1, Article 8. Heads of agencies that have imported cultural items must follow the law when it comes to how they are managed and used.
Decree 1537/VBHN-BVHTTDL also says that people and organizations that publish and distribute works abroad must follow the rules for publishing and distributing works abroad. People and organizations that import and export cultural products that are tangible cultural heritage or related to intangible cultural heritage must follow the rules of this Decree and the Law on Cultural Heritage from June 29, 2001.
