Specifically, in the first five months of 2023, a number of service industries, including transportation, domestic tourism, catering, and accommodation businesses, experienced rapid growth; maintaining macroeconomic stability, controlling inflation; maintaining the exchange rate level, which is essentially stable compared to other major countries and regions in the region that are subject to many fluctuations; and ensuring great balances, energy, and food security. This is an extremely beneficial factor for socioeconomic recovery and growth. The business community (DN) has unwavering faith in the Government and the Prime Minister's proactive and adaptable management.
Despite this, the economy, production, and business situation of enterprises, the majority of which are small and medium-sized, continue to face a number of obstacles in light of the current state of the global economy and the effects of the Covid-19 pandemic.
According to a survey conducted jointly by the Vietnam Confederation of Commerce and Industry (VCCI) and the Vietnam Association of Small and Medium Enterprises (VINASME), 80% of enterprises are experiencing "capital starvation."
Commenting on this topic, Dr. To Hoai Nam - Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises (VINASME) - told Mekong ASEAN, "The current environment has had a significant impact on the psychology of business people. business, thereby influencing their will and resolve. For a business to outline its business plan, determination and willpower are crucial factors. In fact, numerous businesses have been forced to wait and wait.
In the first five months of 2023, an average of 17,600 businesses withdrew from the market, representing an increase of 22.6% compared to the same period last year. According to Mr. To Hoai Nam, this has a significant impact on the ability of the business community to contribute to economic growth.
In analysing the causes, the Vice President in Charge of VINASME noted that the policies issued in the past had the proper orientation. Government, National Assembly, and State leaders' macro-scale projections have provided guidelines and solutions to respond in a timely and sensitive manner, including the promulgation of a series of policies for small and medium-sized businesses.
Dr. To Hoai Nam acknowledged, "Unfortunately, policy communication is still insufficient, so the number of businesses that comprehend policies in a specific and clear manner and translate them into motivation and action is still limited."
According to Dr. To Hoai Nam, one of the obstacles preventing the policy from truly penetrating businesses is the consultation implementation phase of policy dissemination. According to him, the reason is that Vietnam's process for consulting the business community prior to issuing it is insufficient.
Before promulgating certain legal documents, ministries, branches, and localities have long held public consultations. However, this consultation effort must be more substantive in this instance; listen to the community. It is necessary to attract more businesses, particularly small and medium-sized businesses, and to mobilise a team of legal experts for drafting and commenting on legal documents. According to Dr. To Hoai Nam, "every agency is also requesting assistance in absorbing ideas to develop documents."
Do not incorporate "group interests" into the regulations.
The business community, particularly small and medium-sized enterprises, which account for more than 97% of the total number of businesses operating in our country, has been eroded by domestic and international challenges. country due to the unsuitability of many regulations and procedures.

Dr. To Hoai Nam shared with the People's Delegate, "The session demonstrated that the National Assembly has completed an enormous amount of work with the passage of 8 laws and 17 resolutions, and simultaneously. providing first opinion on eight proposed laws and second opinion on the proposed Land Law (amended).Twenty legal documents were placed on the agenda of the National Assembly as a single item. The fact that the National Assembly passed eight laws related to economic development policies, such as the Law on Bidding, the Law on Consumer Protection, the Law on Electronic Transactions, and the Law on Cooperatives, demonstrates its keen interest in the economy. The passage of these new laws will help to pave the way for the country's development."
In addition, the National Assembly has passed a number of important resolutions, such as the continuation of the 2% VAT reduction until the end of this year, the allocation of the remaining more than 100,000 billion dong of the central budget's medium-term public investment plan for 2021-2025, the programme of socioeconomic recovery and development, and the national target programmes for Ministries and localities to supplement capital for the economy...
Personal Dr. To Hoai Nam was especially impressed by the two requirements presented by the National Assembly Chairman in his concluding address. That is, to continue to improve the development institution concurrently, so as to meet the needs of socioeconomic recovery and development; concurrently, to continue to tighten discipline and discipline, strengthen the prevention and fight against corruption and negativity in law-making work; absolutely prohibit "policy corruption," the integration of "group interests," local interests of the management agency into legal documents, or favouring the management agency with undue preference.
Policy corruption and the planting of "group interests" are directly distorting and destroying the business environment, and businesses have a particular fear of this phenomenon. In fact, many companies have failed as a result of such policies. In addition, SMEs have fewer social relationships than large companies. Without combating "policy corruption", "group interests" will not be able to create fairness and equality for these enterprises to exist and grow.
"Therefore, we wholeheartedly concur with and support the request of National Assembly Chairman Vuong Dinh Hue to 'absolutely not permit policy corruption' and to prohibit the incorporation of 'group interests' into regulations. Dr. To Hoai Nam stated that if done correctly, it will help businesses feel more secure in the business environment and confident in their own decisions.
Planned for the third quarter of 2023, the National Assembly Standing Committee will coordinate with the Government, the Supreme People's Court, the Supreme People's Procuracy, and other relevant agencies to organise a national conference to review and implement thoroughly the laws and resolutions passed by the National Assembly at its Fifth Session.
Dr. To Hoai Nam and numerous businesses, along with the People's Deputies, look forward to this conference so that the National Assembly's decisions can be swiftly implemented, ending the delay in document promulgation. Guidelines.
