Draft resolution on commercial housing: A new opportunity for the real estate market

DNHN - Amid the challenges facing Vietnam’s real estate market, the addition of a Draft Resolution piloting commercial housing projects brings renewed hope to citizens and promises to boost economic development.
The current real estate market in Vietnam is experiencing a severe shortage of housing options that align with the income levels of most residents. According to a report from the National Assembly's Supervisory Team, the supply-demand imbalance in the housing sector has become a pressing issue. Many citizens, particularly low-income individuals, are unable to access affordable housing. Meanwhile, real estate prices continue to rise, burdening consumers and stifling socio-economic development.
The Draft Resolution pilot aims to implement commercial housing projects through land-use rights agreements, marking a potentially significant shift. If passed at the 8th Session, this resolution would facilitate new real estate projects, helping to address the housing shortfall.
The government has proposed a more flexible approach, allowing real estate businesses to undertake projects on various types of land, from agricultural to non-residential, non-agricultural land. This flexibility is expected to open up numerous opportunities to develop new housing areas in high-demand regions.
To implement commercial housing projects through land-use rights agreements, specific conditions have been set. Projects must align with district-level land use plans or be part of approved urban development plans. Additionally, real estate businesses are required to meet legal standards related to land, housing, and investment.
These conditions are designed not only to protect citizens' rights but also to ensure that housing projects are deployed strategically and effectively. Clear regulations on scope and project selection criteria for pilot implementation will help prevent misuse and contribute to improving the quality of real estate products.
However, this pilot initiative does not need to cover all 63 provinces, as originally proposed by the government. Many experts and National Assembly deputies have noted that piloting in areas with high rates of home ownership, such as rural regions, may not be necessary. Instead, efforts should focus on major cities where housing demand is particularly high.
On this matter, Deputy Hoang Minh Hieu warned that a widespread, unchecked pilot could lead to an oversupply of housing, wasting resources and negatively impacting the economy. A clear, detailed plan is essential to ensure that pilot projects genuinely meet citizens’ needs without creating unnecessary surpluses.
A major issue at present is the delay in implementing real estate-related policies. According to Deputy Ha Sy Dong, despite government promises to resolve issues in the real estate market, many proposals have yet to be promptly executed. This delay not only pressures real estate businesses but also prolongs the wait for citizens in need of housing.
Adding the Draft Resolution to the 2024 legislative program is a positive step. However, to achieve tangible results, a strong commitment is needed from relevant authorities to enforce these regulations and ensure that policies are implemented in a cohesive, efficient manner.
In the context of a struggling real estate market, approving this pilot Draft Resolution offers opportunities not only for citizens but also for economic growth. An efficiently functioning real estate market will create jobs, increase incomes, and contribute to the country's sustainable development.
The government and relevant agencies must provide synchronized and effective solutions to actualize these policies. It is critical not only to issue the resolution but to ensure that regulations are seriously and effectively implemented, bringing real benefits to both citizens and businesses.

However, to maximize effectiveness, close coordination among agencies and a commitment from the government to implement policies swiftly and effectively are necessary.
