DNHN - This is Prime Minister Pham Minh Chinh's comment at the Industry 4.0 Summit. The Prime Minister, assessing the significance of digital transformation, stated that those who do not catch up will fall behind, be left behind, and even be eliminated.
The theme of the forum was "Promoting digital transformation, rapid green transformation, creating breakthroughs, and accelerating the industrialization and modernization of the country by 2030, with a view to 2045."
Vietnam's digital transformation has made significant progress.
Prime Minister Pham Minh Chinh affirmed the policy of development based on science, technology, innovation, and the achievements of the Fourth Industrial Revolution during the plenary session of the Industry 4.0 Summit. The investment was confirmed by the Party and State in the Document of the 13th Party Congress and clearly stated in Resolution 29 of the 13th Central Committee of the Party dated November 17, 2022 (Resolution 29).
Particularly in the manufacturing and processing industry, digital transformation is a game-changing new technique for accelerating industrialization and modernization.
"We have implemented industrialization and modernization for a long time, but only now are we able to do so to obtain a Resolution from the Party Central Committee. Resolution 29 elucidates the situation and the pros and cons of the proposed process. The country's industrialization and modernization process, forecasting the situation and providing numerous implementation options This is a crucial document, designed to be deployed methodically and without compromise. According to the Prime Minister, the fourth industrial revolution, which includes digital transformation and green transformation, has had a comprehensive and profound effect on industrialization and modernization in many fields in Vietnam.
"Digital transformation is now permeating every aspect of life; those who fail to keep up will fall behind, be left behind, or even be eliminated," the prime minister stated.
For Vietnam, the Prime Minister stated, the Government has proactively adapted and innovated for development, fully cognizant of the opportunities and requirements. Specifically, making continuous efforts to continue constructing a government capable of directing development in the digital age, digital transformation, and green growth.
Vietnam's digital transformation has recently made significant strides. Institutions for the growth of e-Government, digital government, and the digital economy are being gradually refined. The digital transformation of state administrative agencies has produced numerous positive outcomes. Nearly 4,400 online public services have been integrated and made available through the National Public Service Portal, which has significantly altered the provision of online public services. Databases serve as the foundation for e-Government development, and digital government continues to be promoted to deploy, connect, and share in support of digital government development.
Plan of action to concretize tasks
The Prime Minister respectfully acknowledges and appreciates the Forum's experts', domestic and international managers' enthusiastic and insightful opinions, as well as their numerous policy recommendations and solutions to accelerate the implementation of industrialization and modernization, while highlighting the opportunities and challenges.
Prime Minister Pham Minh Chinh shared additional information, stating that by Resolution 29, the government will soon issue an action plan to concretize tasks and solutions for each level, sector, agency, and unit to achieve the specified goals and tasks.
Focus on directing and promoting the robust application of science, technology, and innovation, particularly the achievements of the fourth industrial revolution, to create breakthroughs in productivity and quality, efficiency, and competitiveness of industries, fields, and the entire economy during the period 2021-2030; implement a comprehensive, substantial, effective, and sustainable digital transformation. Transforming resource- and energy-intensive industries into green, low-carbon industries; restructuring the agricultural and service sectors based on modern technology and digital technology; developing new types of inter-disciplinary, high-added-value services; accelerating the servicification of industries processing and manufacturing.
Focus on improving the quality of industrialization and promoting comprehensive modernization in all sectors of the economy and social life from 2031 to 2045.
In addition, the Prime Minister emphasized the need to accelerate digital and green transformation, create breakthroughs, shorten the industrialization and modernization process, and boost the economy's productivity, quality, efficiency, and competitiveness.
To facilitate the industrialization process, it is necessary to effectively implement the "National Digital Transformation Programme to 2025, with a vision to 2030" (Decision No. 749/QD-TTg). modernization.
Digital transformation must bring real results, and practical values for economic and social development. Implementing effectively the 2023 motto "Creating and exploiting data to create new value" and Project 06 on developing the application of population data, identity, and electronic authentication for national digital transformation from 2022 to 2025, with a view to 2030.
In addition, accelerate the development, dissemination, and implementation of the Digital Technology Industry Development Strategy. Formulate and implement the Semiconductor Circuit Industry Development Strategy for Vietnam to 2030, with a vision for 2045. Formulate the Digital Technology Industry Law, promoting the development of new products and services, and establishing policies for the construction of digital technology industrial infrastructure.
Transform aspiration into concrete action
The Prime Minister emphasized that, as a dynamically developing economy, Vietnam is resolute in its pursuit of the goal of building a powerful and prosperous nation, becoming a developing country with modern industry and high income by 2030, and a developed, high-income country by 2045.
"Our Party and State attach great importance to and view digital transformation, green transformation, and sustainable development as key tasks in the country's industrialization and modernization process; is a breakthrough method to accelerate the industrialization and modernization process. The document of the 13th Party Congress mentions the digital transformation, digital economy, and digital society in its development goals, perspectives, and strategic breakthroughs, and Resolution 29 concretizes these concepts, as emphasized by the Prime Minister.
Vietnam has numerous advantages for gaining access to and profiting from the Fourth Industrial Revolution. Thus, there is a young, inquisitive, dynamic, and creative population; infrastructure for the rapid development of digital technology; and increasingly refined mechanisms and policies. Therefore, although it is necessary to pay attention to the negative factors, this is truly a chance for Vietnam to realize its aspirations for prosperity and happiness.
The Prime Minister suggested that, following this forum, all levels, branches, localities, and the business community should work to transform aspirations into jobs and take concrete steps to continue striving and make progress. contribute to the acceleration of our nation's industrialization and modernization.
