DNHN - Recognizing the importance of investors, businesses, and communities in the development of local tourism, the province has focused on developing and implementing priority mechanisms and policies to attract investment and create favourable conditions for businesses to participate in the tourism industry.

During the project implementation phase, investment incentives include corporate income tax, import and export tax, and land rent. Hoa Binh province has implemented several projects and programs, including The development of the Hoa Binh Lake tourism region into a national tourist area; The initiative aims to reform the tourist industry for it to satisfy the standards of being a leading economic sector. The project of developing community-based tourism in conjunction with new rural development in Hoa Binh province to 2030, the project of developing tourism in Hoa Binh province for the period 2021-2025, with a vision to 2030 to promote tourism development in the city as a spearhead economic sector, suitable and satisfying the requirements and characteristics of the general economic sector, operating under the market mechanism. On the other side, the province has prioritized state management reform to better serve enterprises and people.
Annually, a plan to accomplish the primary tasks and solutions to improve the business climate and the province's competitiveness is promulgated.
Implement administrative reform, modernize the administrative system, and carry out the e-government project. Simultaneously, encourage organizations, units, enterprises, and business households to consistently innovate and diversify tourism types and products following the province's resource conditions and development orientation, such as cultural tourism, ecological, spiritual, and sporting calendar.
Since then, from 2017 to 2022, Hoa Binh tourism has seen rapid growth, with the number of tourists growing by an average of 10% per year and the total income from tourists increasing by an average of 26% per year. Tourism demand has surged dramatically since the opening of tourists on March 15, 2022, as well as the deployment of tourism stimulus measures. Total tourist arrivals in Hoa Binh province were projected at 2.45 million in the first nine months of the year, up 104% over the same time previous year and equal to 95% of the year plan; total income was estimated at VND 2,280 billion, also equivalent to 95% of the yearly plan.
