DNHN - Vice-PM Tran Hong Ha urgently requests an amendment to Circular No. 16, which exempts newly manufactured and assembled automobiles, as well as unregistered imported motor vehicles

The Government Office has just issued Document No. 69/TB-VPCP dated September 3, 2023, which announces the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to hear the report on the registration of traffic vehicles and the solution to the problem. overcoming obstacles and overcoming difficulties in the current situation.
To ensure the timely delivery of public services to the people, the Deputy Prime Minister has requested that the Minister of Transport urgently mobilize human resources for registrars and professional officers in localities.
The Ministry of Transport shall coordinate with the Ministry of Public Security and the Ministry of National Defense in mobilizing functional and qualified units to carry out the registration activities of the two ministries to participate in supporting, and simultaneously informing the public through the media about various modes of transportation.
In addition, the Deputy Prime Minister instructed the Ministry of Transport to expeditiously amend Circular No. 16 governing technical safety inspection and environmental protection for road motor vehicles to consider amending and supplementing road motor vehicle regulations. Permission for exemption from technical inspection upon first registration for newly manufactured and assembled automobiles and unregistered imported motor vehicles associated with the manufacturer's responsibility; study the plan to extend the registration cycle with new used vehicles to ensure the technical requirements of vehicle safety, issued no later than March 10, 2023.
While waiting for the amendment of Decree No. to allow maintenance and repair centers of eligible automobile manufacturing, trading, and importing enterprises to participate in technical inspection to verify vehicles and send them to the Ministry of Justice for an appraisal on the same day, review the deficiencies and problems and submit to the Government for promulgation a Resolution to immediately solve the problems falling under the authority of the Government. 9/3, due to the government by 10/3/2023.
Long-term, the Ministry of Transport shall assume primary responsibility for separating the management and public service activities of inspection centers, in coordination with the Ministry of Public Security, and rationally plan the network of inspection centers. In addition to strengthening inspection, examination, and post-inspection work, the inspection of quality, the training of registrars' staff, and adherence to policies and procedures are to be strengthened.
The Deputy Prime Minister requested that the Ministry of Public Security, in the process of handling violations, not interfere with registration activities; continue to differentiate groups of violators to have an appropriate fighting method to ensure that the process of providing registration services to the people is carried out continuously.
