Coordination and promotion of the Capital Region and Hanoi Capital's socioeconomic development

DNHN - Deputy Prime Minister Le Van Thanh recently signed Decision No. 986/QD-TTg to create the Capital Region Coordinating Council to refresh the coordination structure and support the Capital Region's and Hanoi's socioeconomic growth.

The Regional Coordinating Council is an interdisciplinary coordination organization established by the Prime Minister to advise, propose, and assist the Prime Minister in directing, coordinating, inspecting, and supervising the implementation of regional linkage activities in the fields and contents specified in the Government's Decree No. 91/2021/ND-CP dated October 21, 2021, on the coordination mechanism.
The Regional Coordinating Council has the following organizational structure:
The Deputy Prime Minister will preside over the Regional Coordinating Council. The Council's Vice Chairmanship is comprised of the following individuals: the Minister of Planning and Investment (Permanent Vice Chairman); the Minister of Construction; and the Chairman of the Hanoi People's Committee. The Deputy Minister of Planning and Investment is one of the members (Permanent Member).

There is one representative of typical specialists and scientists from a regional training and scientific research organization. The Capital Region's business community has one respected representative.
The Regional Coordinating Council's Standing Committee is made up of the Chairman, Vice-Chairmen, and a Standing Member of the Council. The Regional Coordinating Council may form sub-committees to serve as coordination centres for sectors, fields, or sub-regions. The subcommittee is organized and functions under the Chairman of the Regional Coordinating Council's part-time regime.
The Regional Coordinating Council, ministries, provincial People's Committees, and centrally run cities' advisory and assisting apparatus for regional coordination activities to include the following: Regional Coordinating Council Office, Ministerial-level Coordination Team, Provincial Coordination Team, and Advisory Team.
The Regional Coordinating Council's standing agency is the Ministry of Planning and Investment, which organizes and performs the Regional Coordinating Council's responsibilities. The Ministry of Planning and Investment should create a Regional Coordinating Council Office to guarantee adequate human resources (working on a part-time basis) to complete allocated responsibilities. Leaders and government workers from the Regional Coordinating Council's Office work for the Ministry of Planning and Investment.
The decision specifies five domains and regions of regional coordinating actions, which include:
Linking socioeconomic development in the Capital Region; coordinating the development and implementation of the master plan for the Red River Delta and the Northern Midlands and Mountains in the 2021-2030 period, with a vision to 2050, and plans related to socioeconomic development in the Capital Region; coordinating and participating in the development of the revised Capital Law, developing specific and decentralized mechanisms and policies for the Capital government;
The Regional Coordinating Council has the following responsibilities and powers:
The Regional Coordinating Council is responsible for advising and recommending to the Prime Minister mechanisms, policies, master plans, plans, programs, schemes, and tasks for the long-term development of the Capital Region, as well as important points on a regional scale and with regional connectivity.
The Regional Coordinating Council also assists the Prime Minister in directing the coordination, inspection, and supervision of the implementation of activities in the fields and contents of coordination in the Capital Region; coordinating with ministries and central agencies in the development of a financial mechanism to support the development of supporting industrial parks in the fields of electricity, electronics, and information technology; hi-tech parks, and hi-tech agricultural applications.
Approving the Capital Region's annual and five-year regional coordination plans; resolving issues of linkage and coordination between ministries and provinces and cities in the Capital Region, as well as between provinces and cities in the region, and submitting them to the Prime Minister, the Government, and the National Assembly for consideration and decision on urgent issues beyond the competence and capacity of provinces and cities in the Capital Region.
To guide and support localities in the Capital Region in carrying out coordination and resolving inter-provincial and municipal issues under the jurisdiction of regional localities or issues that do not reach consensus, or issues that are beyond the decision-making authority of regional ministries, and central and local agencies.
Direct the development of the Capital Region database, and improve information exchange across provinces and cities in the Capital Region, as well as between provinces and cities in the region and ministries and branches.
Request documents, documents, information, and data from ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces and cities in the Capital Region, and other relevant agencies and organizations; report and explain related issues (when necessary) to perform the Regional Coordinating Council's tasks.
The Capital Region contains the following provinces and cities: Hanoi, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh, Ha Nam, Hoa Binh, Phu Tho, Bac Giang, and Thai Nguyen.
The Regulation on the Operation of the Capital Region Coordinating Council was issued in tandem with Decision 986/QD-TTg. This Regulation specifies the formation, operation, and coordination of the Capital Region Coordinating Council, which was formed by the Prime Minister to promote unity and synchronization to accomplish the Capital Region's sustainable development direction goals. The capital of Hanoi and the Capital Region is established by Party and State rules, policies, and directives.
The substance and scope of coordination are to link socio-economic growth in the Capital Region and to coordinate the execution of the Master Plan for the Red River Delta, the Northern Midlands, and the Mountains in the 2021-2030 period, with a vision for the year 2050.
The ministry, branch, or locale whose activities, tasks, and powers are most closely connected to the field or task in need of coordination must preside over the implementation of coordination work.
The Regional Coordinating Council Meeting oversees coordination operations. The regional ministries, branches, and municipalities debate the topic of cooperation and coordination based on the content of socioeconomic development guidelines and policies.
