DNHN - The 350km/h North-South high-speed railway project is urgently finalizing its pre-feasibility study report. The goal is to present it to the National Assembly for review.
In the context of rapid economic development, the construction of a modern transportation system is extremely necessary. The North-South high-speed railway project is not just a simple transportation project but also a symbol of the country’s development and modernization. Completing the assessment by October 5 will be a significant step for the National Assembly to consider approving the investment policy. This reflects the government's determination to promote major transportation projects, thereby enhancing transportation capacity and regional connectivity.
Deputy Prime Minister Trần Hồng Hà has just requested that the Ministry of Transport (MoT) fully compile the opinions from a recent meeting to urgently finalize the pre-feasibility study report. This dossier must maximize the content from the proposal already submitted to the Politburo and the Central Executive Committee of the Party. This not only ensures legal compliance but also reflects a high level of consensus among ministries, sectors, and especially the business community.
Additionally, the MoT needs to clarify the reason for selecting a design speed of 350 km/h for the project. This is a key issue, not only affecting operational efficiency but also relating to technology and investment. Choosing this speed also means building a modern railway system that meets future development needs.

The Deputy Prime Minister emphasized that the main goal of this project is passenger transport while also meeting dual-use needs for defense and security. This means that the train operation will be flexible, able to transport goods when necessary, but must ensure efficiency and safety.
The project will not only help reduce the load on existing transportation modes but also open new opportunities for the railway sector. The high-speed train will create an intelligent transportation network, quickly and efficiently connecting major cities, thereby promoting socio-economic development in various regions.
One of the important factors directed by the Deputy Prime Minister is that the development of high-speed rail must ensure consistency and synchronization with other transportation modes such as road, waterway, and air transport. This will create a comprehensive transportation system, optimizing travel and minimizing time and costs for both the public and businesses.
The government has also assigned the Ministry of Construction to study a proposal for developing the railway construction industry in Vietnam, selecting state-owned or private enterprises to participate. This is a great opportunity to attract investment capital and technology from both domestic and foreign investors, contributing to improving the quality and efficiency of the project.
Investment in technology and infrastructure is essential to enhance the competitiveness of Vietnam's railway industry. The Deputy Prime Minister requested that the Ministry of Industry and Trade provide feedback in the pre-feasibility study report and study the development proposal for industries related to mechanics and manufacturing for the railway sector.
In particular, capable enterprises in this field will be encouraged to participate in order to jointly develop and master technology, thereby creating high-quality products that meet domestic and international demand.
To submit the investment policy for approval by the National Assembly, the MoT needs to urgently finalize the dossier and submit it to the Ministry of Planning and Investment. The Deputy Prime Minister has directed relevant ministries to closely coordinate in reviewing the scientific and practical bases to ensure the feasibility and effectiveness of the project.
This coordination not only demonstrates the government's determination but also contributes to enhancing the credibility and trust of the people in the country’s major projects. After receiving the evaluation report from the Ministry of Planning and Investment, the Government Office will immediately send it to Government members for opinions, ensuring that the assessment process is carried out quickly and efficiently.

It will not only reduce the load on the current transportation system but also open a new future where travel becomes faster, safer, and more convenient than ever.
