Appointing contractors for some contents of site clearance work

The construction of resettlement areas must be done very quickly so that people can quickly stabilize their lives. If this work is delayed, the land has already been taken from the people but the people still do not have a stable place to live, it is very inadequate. It is a matter of great interest in site clearance.
The proposal to allow appointment of contractors in site clearance is also expected to shorten the time for site clearance.
Besides, there are many other activities. In these two projects, the work of site clearance is much more difficult, large scale, great value for money. Therefore, Deputy Minister Tran Quoc Phuong said that in addition to appointing contractors, which can shorten the progress, the operation, management and direction of site clearance is equally important. All that combined helps to shorten the clearance time.
Actively clearing the ground, the efficiency of the project will be very high
Discussing this content, Mr. Duong Ba Duc, Deputy Director of Investment Department, Ministry of Finance emphasized, “the work of site clearance is also a very entangled work. The key is that if we can solve the ground well, the construction will be very good.”
Site clearance is the bottleneck for all projects. This is pressure for the locality. Each locality must step up site clearance.
Therefore, when using the unrealized capital, it should be transferred to another place, avoiding capital bottlenecks and freeing up capital, which is flexible.

Proposing the application of contractor appointment mechanism in site clearance: An approach to institutional innovation
Giving his opinion on the proposal to apply the contractor appointment mechanism in site clearance, Assoc. Prof. Dr. Tran Dinh Thien said: “This proposal is not only important for these projects. This is the approach to institutional innovation.”
Assoc.Prof.Dr. Tran Dinh Thien explained, when assigning decentralization and decentralization to localities as a major policy, this is an experiment and an important work. Because of the principle of decentralization and decentralization, whichever level performs this function best should be left to that level.
“We have seen for a long time that the ring roads in the national strategic sense, the involvement of the local level is very little. Maybe that's the reason for the slowness. Slow at every step, is both wasteful, inefficient and importantly, slows down the country's progress in the development process.”
Therefore, by assigning local rights, all the benefits and difficulties mentioned above can be concentrated and handled. It is important to consider whether such an approach creates a new impetus for resolving longstanding institutional bottlenecks.
Assoc. Prof. Dr. Tran Dinh Thien believes that localities can do it. Because road construction is related to the people, to the locality, these things must be handled on the spot every day and related to the pressing needs of the society. At this point, the local must make efforts to handle it quickly.
Besides, their development benefits are great development benefits. In Ho Chi Minh City or even in Hanoi, we see congestion related to the ring road, but when it is assigned to the locality, the effort will be high.
The general point here is that delegating authority to local authorities is actually assigning responsibility. They think to benefit first without seeing that the first must be the responsibility and deeper principles for the locality to show its capacity and apparatus. If it can be done, the impact is quite strong and comprehensive. Of course, every good job is difficult to do, but if you follow the current direction closely, it will promote the clearing of the bottleneck of decentralization and decentralization.
